Ms. Hosterman presented a commendation in honor of the Balloon Platoon's 30th
Anniversary.

Other Speakers

Ed Kinney, 5493 Greenfield Way, representing the Amador Livermore Valley
Historic Society and the museum on Main Street, invited Council, staff and the public to
attend a forum to be held on April 15 at Alisal School. Mayor Pico and seven of his
predecessors as Mayor will talk about the lighter times of Pleasanton politics. This forum
will provide retrospect on what decisions have been made in the past 30 years.

Jeffrey Hansell, 1819 Sannita Place, informed Council that he had received a
letter indicating that there had been an increase in the Lower Income Housing fee that
was retroactive to projects that had already been started. He noted that a fee increase
from $3,200 to $8,700 affects homebuilders. He respectfully asked how Council would
react ifa fee increase of 170 percent affected a project that it had already started. He
thanked the Chief Building Official who had been very helpful. He noted that staff has
been very courteous and professional. The building process was pleasant up until he
received the fee increase note. He stated that the fees for his house now exceed
$100,000, which included school fees.

Cyrus Razavi, 701 Crystal Lane, concurred with the previous speakers comments.
He was opposed to the tripling of the Lower Income Housing fee without any period for
public comment and without allowing any type of grace period to be phased in. He did
not know where the increase in Lower Income Housing fees came from. He believed the
increase in Lower Income Housing fees should be spread among the taxpayers as
opposed to targeting a group. He believed Council ought to be fair in how it taxed
people. He thanked the Chief Building Official who was helpful.

Mayor Pico said that staff would talk with Mr. Hansell and Mr. Razavi regarding
the Lower Income Housing fee.

Ms. McKeehan said that the increase in the Lower Income Housing fee was not a
fee after the fact. The Affordable Housing fee was adopted and an audit process is held
to ensure that the fees paid at the counter are correct. As a result of this process, it was
discovered that a few residential properties and commercial properties did not pay the
appropriate fee.

Pleasanton City Council 4 03/16/04
Minutes
