within the City's purview. The citizens and Council now have a say in what activities <br />can occur at this site. He also mentioned that a water park had been proposed for the <br />fairgrounds. Through discussions with the Fair Board, City Council, and City staff, it <br />was decided this would not be in the best interest of the community; it did not fit in with <br />the atmosphere or the intent of the character of this community. He concurred with the <br />previous speaker's comments related to the chain of lakes. He believed it is vital for the <br />City to annex those properties into its jurisdiction so that Council may have a say in what <br />activities are considered. <br /> <br /> Anthony Harris, a Pleasanton resident, mentioned that he is a seasonal pass holder <br />and a frequent user of Shadow Cliffs Regional Park. He believed the proposal would <br />fundamentally change the scale of the water park by sizing it up in order to change its <br />market from a local market in Pleasanton to a destination park. The applicant would be <br />drawing a larger number of day visitors to the southeast comer of Pleasanton. He did not <br />believe the proposed project was consistent with the characteristics of this community. <br />He also did not believe the statistics, as displayed on the California Splash website, were <br />consistent. He stated that he was against the proposed expansion of the water park and <br />believed the City should seek more diversity in the use plan. If this proposal was <br />proposed for the Bernal property, he believed Council would intuitively know it was <br />wrong for the City. He urged Council to vote on the side of the character of the <br />community and reject the project. <br /> <br /> Jocelyu Combs, 3658 Reflections Drive, mentioned that she was a past EBPRD <br />Boardmember for 11 years. She was wholeheartedly in favor of the proposed project and <br />has been since she was an EBRPD Boardmember. She pointed out that the EBRPD's <br />Master Plan for Shadow Cliffs envisioned a larger, expanded water slide park. She <br />pointed out that when the Shadow Cliffs Recreational area was annexed to the City of <br />Pleasanton, it was not a hostile annexation. EBRPD annexed this area to the City <br />willingly. Part of her rationale for supporting the annexation was that she wanted her <br />cormuunity to plan for what happens at Shadow Cliffs. She saw Shadow Cliffs as a <br />community facility and knew that given the proper resources, the City would bring forth <br />the best park, which it has done. She believed the expanded water park would be an asset <br />for the City of Pleasanton and the Valley as a whole. She did not believe Pleasanton <br />offered any activities for families, and the expanded water park would meet this need. <br />She pointed out that there will always been some impact on someone whenever <br />something is done for the entire community. <br /> <br /> Bob Sanchez, 3017 Melbourne Court, believed the task at hand was to maintain <br />and improve Pleasanton. He believed Shadow Cliffs Park maintains an improved <br />presence in Pleasanton. Once the expanded water park has been completed, it will be a <br />business asset to the community and real estate will sell homes in Pleasanton as a <br />possible family atmosphere where family activities are offered. Youth in the community <br />will also gain employment. He believed traffic was a problem, but believed that it is <br />Council's responsibility to solve the problem. The water park in its existing condition is <br />not meeting today's standards, and as a result, it is not enticing the youth from the <br />community, as they have other options.
