the Concord Police Department shared detailed incident crime reports of last year's <br />police and emergency response reports for the water park. Commissioner Fox was not as <br />concerned about the number of crimes as she was alarmed about the types of crimes that <br />were reported, specifically numerous criminal battery and disturbance reports. She was <br />shocked to find some disturbing incidents regarding predatory adults with young children <br />being inappropriately approached and/or followed by suspicious adults taking their <br />pictures. The other police reports provided to Commissioner Fox included sexual <br />assaults, fights, suspicious persons, theft, possible gunshots, and criminal battery. <br />Commissioner Fox visited job fairs held by local water parks to talk to staff and park <br />management. She learned from a water park manager that the number one concem for <br />security was related to the temperature, as the water park reaches maximum capacity <br />when the temperature swells and people are turned away. When 150,000 visitors are <br />added per summer, crime will increase. Theme parks have highly trained security staff to <br />handle problems when they come up, but these types of problems will affect Pleasanton <br />children. Where does the City draw the line at bringing new crime into the community? <br />How many crimes does this community need before it does become a problem, and are <br />38 calls not enough to be concerned about? <br /> <br /> Kathy Smith, 3687 Reflections Drive, a member of the No Water Park. eom <br />organization, mentioned that she has been a long-standing member of the EBRPD and an <br />avid patron of Shadow Cliffs Regional Park. This Park means a lot to her and her family. <br />She believed a water park of this proposed size could not interface with the green space, <br />and believed Pleasanton needed to recognize the value that green space offers to the <br />community, as Shadow Cliffs Regional Park is the only green space in the north part of <br />town. She conveyed the sense of solitude and the continuous sense of renewal she <br />receives from nature. She believed nature was an important aspect of this project, and <br />she did not want it to be overlooked by all of the facts either in support or in opposition to <br />the project. She believed there was no credibility to the argument that the community <br />should not bother to concern itself with an area that is considered to be a disturbed <br />habitat. She believed the proposed water park was not compatible with Shadow Cliffs <br />Regional Recreation area and the wrong venue for this area. She was aware that the area <br />is supposed to be contained, but pointed out that the paved roadway that goes along the <br />riparian waterway will be impacted by this project with no way to mitigate it. <br /> <br /> Sondra Bierre, 980 Riesling Drive, a member of the No Water Park. com <br />organization, recited Section 9.04.010 of the Municipal Code relating to noise. This <br />section declares that it is the policy of the City that the peace, health, safety and welfare <br />of the citizens of the City require protection from excessive, unnecessary and <br />unreasonable noises from any and all sources of the community. It is the intention of the <br />City Council to control the adverse effects of such noise sources of the citizens under any <br />conditional use, especially those conditions of use that have the most severe impact on <br />any person. She referenced a study that was conducted in 1995 by the World Health <br />Organization in which it stated that noise levels are directly related to population density. <br />The last decade has seen increases in air transportation, trucking and construction, <br />indicating that noise levels are most likely increasing, and even with mitigation of each of <br />these sources, noise is still increasing in our environment.
