body. Some students voted based on peer pressure but he believed that it was an accurate
representation of the opinions of the students at Foothill High School. The only students
that he has talked to that are in favor of the expansion of the water park are freshman or
BMX bikers. He pointed out that the Youth Commission seems to be in favor of the
expansion of the water park it did not take any of the negative issues into consideration
because the commissioners are supposed to represent the youth from their perspective.
This survey shows that 61 percent of high school students are concerned about issues
such as traffic, pollution, crime and noise. He did not believe the water park would be a
hang out for teens as the survey indicated they would only go about twice a year. He
encouraged Council to take the results of this survey and the concerns of the youth at
Foothill High School into consideration when it makes a decision.

Ms. Hosterman said that the survey represented a great deal of work. She thanked
Mr. Storch for presenting the information.

Kendall Testa, 3494 Torland Court, believed the expansion of the water park
would be good for the community. He said that a place for the youth to ride their bikes in
Pleasanton would be a good thing. He reminded Council of its high priority commitment
in finding a place for the youth to ride their bikes in Pleasanton.

Kimberly Schull, 7913 Paragon Cimle, spoke in favor of the expansion of the
water park. She mentioned that she was a member of the Youth Master Plan
Implementation Committee, and has had the privilege of hearing from the representatives
of the water slides the pros and cons of the expansion of the water park. She believed the
pros far outweigh the cons. Expanding the water park would provide a safe place for the
youth to be able to go and enjoy themselves. She indicated that she has not attended the
water park frequently in its existing condition, but if it were expanded, she would want to
go. She believed the applicant provided adequate solutions for the proposed problems
and invited Council to consider the opinions of the youth, as they are the future of the
community.

Sarah Rachmiel, 3553 Milleford Court, Chair of the Youth Commission, stated
after having considered all aspects that pertain to youth, the Youth Commissions'
recommendation to Council was that it was in favor of the proposed expansion by
California Splash. The Youth Commission strongly urged Council to take into
consideration issues that came along with the Park that will affect the entire community.
She pointed out that the Youth Commission was split; half were in favor of the expansion
for the water park and the other half were opposed. She noted that the Youth
Commission as part of its recommendation took into account the disadvantages to the
expansion of the water park.

Michael Johnson, 6296 Hansen Drive, Vice-Chair of the Youth Commission,
commented on the survey that he and Isaac Stomh put together. He was hoping to get a
feeling as to how the youth felt. He believed the survey was inadequate. He noted that
16 surveys were completed and half of them were answered out of the 80 classes at
Foothill High School. Each class was severely biased. He pointed out that the Youth

Pleasanton City Council 24 03/16/04
Minutes
