He wanted to make sure that Council is not recommending to the <br />designers to put something in a certain location and only to discover later that the sports <br />fields cannot be built in that location without further action by the voters. <br /> <br /> Mr. Roush said that in order to build something outside of what is designated <br />Phase I community park, the Specific Plan currently provides that it has to go to a vote of <br />the people. <br /> <br /> Mr. Brozosky said perhaps the initiative authors could talk about that when they <br />address Council and perhaps suggest a way this issue could be resolved. His <br />understanding is that this initiative actually defines the area within which the community <br />park must reside. Anything outside of that area would not be considered "the community <br />park" as defined by the Phase I Specific Plan. <br /> <br /> Mr. Roush thought that the way in which the initiative is proposed, at least as he <br />reads it, limits Council's discretion for other park uses outside of the Phase I area, but <br />that it must be integrated with what is currently in the Specific Plan that Phase II uses are <br />to go to a vote of the people. <br /> <br /> Mr. Brozosky wanted to make sure Council did not have something that goes to <br />the design competition that is not what it wanted to do. <br /> <br /> Mayor Pico said Council could get all tangled up in whether or not parts of the <br />sports fields that it wants to build or see built fit within the 800-feet or outside of the 800- <br />feet or within the cross-hatched area or not. Maybe he was being premature, but he <br />wanted to let the public know where he was coming from. He absolutely wants to see a <br />design competition happen. He believed the original motion that Council adopted, and <br />the way the design competition is anticipated to proceed will allow for the two baseball <br />fields to be built, and be included as a minimum in one of the plans. It appeared to him <br />that plan potentially conflicts with the initiative. He is absolutely willing to refine the <br />design competition so that it would include the concept that the initiative proponents have <br />proposed and that the community park and sports fields, all be within that 800-foot area <br />in whatever design was appropriate. <br /> <br />Mr. Brozosky said he was after the same thing. <br /> <br /> Mayor Pico said he would go further, to say that Council should ask that the entire <br />concept, ail of the fields, be part of at least one plan and not just two fields so that if the <br />initiative passes, Council does not have a conflict and it can pick a plan that works. <br />Further, he was willing to support putting the initiative on the ballot without the people <br />having to go out and collect signatures. He wanted the design competition to continue so <br />that the community can have some options to look at come the November election. If <br />Council wanted to go ahead and approve a plan that incorporates all of the initiative <br />proponents' recommendations and have an additional concept, Council can do so. He did <br />not see that this had to be a battle of opposing forces in the City. He was more than <br />willing to strike a compromise and to move fonvard.
