LAVWMA about the ongoing role of management and the structure of LAVWMA, but
was not prepared to support discussions about the liquidation or the dissolution of
LAVWMA.

Ms. Ayaia pointed out that the staff report clearly stated that given the constraints
of the bonds, it is unlikely that LAVWMA, as a practical matter, could formally dissolve
as a recognized independent entity in the near term. She concurred with Mayor Pico's
suggestion of forming a superagency and noted that she and Ms. Hosterman would
discuss this with the LAVWMA board.

Ms. Hosterman informed Mayor Pico that she and Ms. Ayala would discuss all of
his concerns.

Mayor Pico opened the matter for public comments.

Carl Nelson and Rob Fowler of the Dublin San Ramon Services District,
mentioned that DSRSD is also interested in entertaining a discussion concerning the
future of LAVWMA.

Mayor Pico closed the public testimony.

It was moved by Mayor Pico, seconded by Mr. Brozosky, to direct the City's
LAVWMA representatives to initiate discussions with other LAVWMA
Boardmembers concerning management reorganization of LAVWMA given the
pending completion of the construction projects.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Brozosky, Campbell, Hosterman, and

Mayor Pico
NOES: None
ABSENT: None
ABSTAIN: None

7.
