Mr. Brozosky asked Ms. Ayala if she would make changes to her substitute
motion to include the eight lighted sports fields?

Ms. Ayala said yes. She said she would also amend her substitute motion and Mr.
Brozosky would need to accept it. The substitute motion would include the eight-lighted
sports fields and omit "up to."

Mr. Brozosky said he would accept that change.

Mr. Roush asked whether the substitute motion included a design plan that would
be only within the area that is defmed in the initiative? He was not quite clear about that.
Mr. Roush said he believed her substitute motion was not tied to the area that is defined
in the initiative.

Ms. Ayala said that was correct. But practically speaking, she did not know
where else the fields could be located.

Ms. Ayala made a substitute motion to approve the staff recommendations
for the design competition with the following modifications: the Youth Commission
is to be included as one of the reviewing boards; and the entire acreage is to be
designed without any restrictions as to certain uses in certain areas but the design
must be eight lighted sports fields, provided that the baseball fields are to be placed
close to existing infrastructure so as to be conducive to construction as early as
possible.

Mr. Brozosky seconded the substitute motion

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Brozosky, and Campbell
NOES: Councilmember Hosterman and Mayor Pico
ABSENT: None
ABSTAIN: None

There was a break at 9:45 p.m.

The meeting reconvened at 9:50 p.m.

Discussion concerning the future of the Livermore-Amador Valley Water
Management Agency (LAVWMA) including the Management~ Operations and
Ma'mtenance of its Facilities. (SR 04:013)

Rob Wilson, Director of Public Works, presented the staff report.

Pleasanton City Council 21 03/02/04
Minutes
