believed it was misplaced and misguided. Again, she could be wrong and if she were,
she was hopeful that a design would be presented that would be beautiful for the
remaining 270 acres of that land. She believed that Council had disenfranchised all of
those people who came out and participated in the public process. She wanted to
continue moving forward with getting lighted sports fields as soon as possible.

Mr. Brozosky said he wanted to express his friendly amendments. He was aware
that Ms. Hosterman was not going to agree on the design competition, but he did not
believe Council was throwing away what it had already done.

Mr. Campbell said he was still confused.

Mayor Pico said he made a motion and afier his motion, Ms. Ayala made a
substitute motion.

Mr. Brozosky said he would second the substitution motion, but wanted some
friendly amendments to it. The substitute motion is currently the motion on the table.

Mr. Brozosky said he recently had been to a meeting where there was a discussion
about the all weather turf fields at Upper Bemal, and Council is seeing how difficult it is
to get some of those fields at existing locations. All weather turf fields are a newer use
that Council has looked into, and he would like the designers to consider if one of the
fields on the Bemal property could be an all weather field. It would be something to look
at because he saw the problem the all weather field caused with the neighbors at the
community meeting. He also wanted to move the Park and Ride lot to the second priority
use list as discussed at a previous Council meeting. He also wanted a few changes to the
Civic Art facilities. The original list that was included in the staffreport was the one that
came up with the task force prior to Council approving the fire station. He noted that a
black box theater is already in the firehouse. He saw no reason to include that in this
plan. He also believed that a part of the art gallery would be included in the downtown
fire station, and did not know how much of an art gallery would still be needed on the
Bernal property.

Ms. Ayala said that what Council is approving for the design contest is all of
those elements that were in the community park plan and additional elements that the task
force came up with. Council is asking that the designers look at the entire property and
envision how they would design it, given all of these uses.

Mr. Campbell said it was his understanding that Council was taking the Bernal
Community Park Master Plan and saying that is the bare minimum to be included in the
design contest. Therefore, every design that Council sees must include at least five
baseball fields and three other sports fields.

Ms. Ayala said that was not what her substitution motion included.

Pleasanton City Council 19 03/02/04
Minutes
