lighted fields and an amplified public address system. It includes lighted football fields <br />and it includes lighted soccer fields with an amplified public address system. She asked <br />Ms. Ayala if she were saying that she would be willing not to request people go out and <br />collect signatures, and then place this acreage outside of the design competition process <br />and move forward with getting those additional fields built? <br /> <br /> Ms. Ayala said no. What she would suggest is that Council try to keep it as <br />generic as possible and provide the designers some latitude for putting originality into its <br />designs, notwithstanding that Council would probably be provided with both designs. <br />Any of the information that the Task Force has already gone through, Council would <br />provide to all of the designers, and Council could include up to eight lighted sports fields. <br />The minutes prove that the only reason the community park was set back was because <br />Council wanted to see lighted sports fields move faster, and Council sent it back to the <br />Parks and Recreation Commission and asked for a 30 to 35 acre area that only included <br />the fields so that Council could move on it quickly. Never has anybody fluctuated from <br />that. It could be done and she believed Council could work with the makers of the <br />initiative to incorporate what they are looking for, plus the other organizations in the City <br />that are looking to make sure that their interests are met without actually mapping out <br />where anything is going to go. <br /> <br />Mr. Brozosky said he was not implying that the 800-foot setback be mapped out. <br /> <br /> Ms. Hosterman asked Ms. Ayala if she were saying that she was willing to set <br />aside the acreage necessary to build the community park, and set it aside from the design <br />competition? <br /> <br />Ms. Ayala said no. <br /> <br /> Mayor Pico believed that Council wanted to make sure that at least one design <br />submitted by any of the design competitors incorporates those issues in it. <br /> <br />Ms. Ayala agreed. <br /> <br /> Mayor Pico said if the initiative goes forward and it passes, it would mandate that <br />a design include the components that the initiative proponents want to see in it. If the <br />initiative fails, Council would have the ability to adopt any other design. It was his sense <br />that Council would see an initiative that is successful and hopefully it would include <br />some alternatives in which Council would have an opportunity to have some dialogue on <br />it before the election. He noted that there may very well be another plan that comes out <br />of some other concept that everybody says is so much better and we want to see it <br />happen. What he would like to see is for Council to work together with the initiative <br />proponents to come up with a plan that works and be able to put this on the ballot in <br />November, and be able to continue with the design competition and not slow down the <br />future process for development of this park anymore than it has been. He pointed out that <br />Council needed to let people speak, but he wanted to make sure that the public had the <br />benefit of the Council's thoughts before it spoke.
