Mayor Pico opened the matter for public comments. Jerry Wagner, 6344 Alisal SWeet, addressed Council in opposition to the appropriation of funds for the Callippe Preserve Golf Course and Open Space project and increase in the funding limit for the contract change orders. Vanessa Kawaihau, 871 Sycamore Road, asked ifa pan of the additional halfa million dollars for utilities, which was pan of the North Sycamore Specific Plan, would be assessed to any of the Happy Valley property owners who might choose to hook up to sewer and water along Alisai Street and/or Sycamore Roads. Depending on where one lives, the last pro rata share for those residents choosing to hook up to sewer and water was about $22,000 to $45,000, which did not include the hook up fees. She believed these property owners had the right to know how much they would be charged for this service. She questioned the $5 million dollars as it related to the Open Space and Environmental Mitigation. She mentioned that the Parks and Recreation Commission met last evening and there was nothing in the staffreport to the Commission addressing the Aviso Adobe Park. She believed pan of the golf course mitigation included some type of program for the Aviso Adobe Park, and she asked for the current status. She asked if the perimeter trails were going to be completed in time for the opening of the Callippe Preserve Golf Course? She questioned the need for removing $2.8 million dollars out of the In Lieu Park Dedication Fees. Mayor Pico believed that any Increase in cost would be pan of a revised formula, which Council had not finalized. Mr. Wilson concurred with Mayor Pico's comments. As he mentioned several months ago, staffis still preparing the final analysis for what the final costs would be to the North Sycamore Specific Plan residents. One of the issues that staffis addressing is the cost for the hook up of water and sewer lines. He poInted out that the $900,000 proposed increase is the City's share of the North Sycamore Specific Plan, which the City is obligated to pay based on an agreement. Because the developer was obligated to place in an 8-inch pipeline, staff is currently in discussions with the developer to try and reduce or eliminate these costs. He pointed out that the contract with Ferma did not include the entire trail, which surrounds the property. He noted that there is only a small piece of the trail that was included in the contract. Staffis currently talking to a company that specializes in developing and constructing trails. He also pointed out that the cost for the construction of the trails would not be funded with this project, and believed the costs would be reasonable. Ms. Ayala mentioned that Council had asked this same question at its last meeting, and she believed it was anticipated that the trails would be completed at the same time the Callippe Preserve Golf Course opened. She asked it that was still true? Mr. Wilson did not believe the trail would be completed by November, although staffis still working on getting the trail constructed in a timely manner.
