Vanessa Kawaihau, 871 Sycamore Road, did not concur with the two previous <br />speakers comments. She addressed Council regarding the wells in the Happy Valley <br />area, and pointed out that with the introduction of the chemicals associated with <br />maintaining the golf course, it was a cause for concern to the residents living along <br />Happy Valley Road because these residents are downstream from the golf course. Even <br />if these residents had voted for annexation and it passed, these residents would not have <br />gotten sewer and water like the residents on Alisal Street because there was no money for <br />it. <br /> <br /> Mayor Pico allowed public comments related to agenda item 6e, development <br />review process for Kottinger Hills, PUD-33. He noted that Council would take no action <br />and would only listen to input. <br /> <br /> Michael Ragean, 1363 Hearst Drive, requested that Council make sure this <br />process is well thought out and that it not circumvent the review of all of the issues that <br />needed to be addressed as a result of what this project proposes. He believed that there <br />were many critical issues that involve the quality of life of all Pleasanton, which included <br />traffic, infrastructure, neighborhoods and the way they are developed. He asked for this <br />process to not move ahead of the General Plan update, which is very relevant to the <br />property that is being proposed for development. He believed the EIR would be key and <br />noted that there are a number of issues associated with the open space of that land, the <br />habitat and the erosion. This project potentially does not address affordable housing <br />which, as the City approaches build out, needed to be considered in terms of trade offs. <br />Open space is continually diminishing. He requested that the process for the development <br />of Kottinger Hills take its full course and deliberation. <br /> <br /> Russell Schmidt, 18 Grey Eagle Court, believed it was important for the <br />community to do whatever it could to work out issues ahead of time. He was hopeful that <br />the workshop process would be a forum for the developer to hear all of the concerns and <br />answer questions to smooth out the process. <br /> <br /> Philip Blanc, 1339 Hearst Drive, said he was opposed to the development of <br />Kottinger Hills and a workshop process, which implied to him that the issues would be <br />worked out that would permit the development to take place. He believed this project <br />should be withdrawn. No amount of mitigation could resolve the destruction of the open <br />space, noise of traffic and vibration. He urged Council to heed the last vote on the issue <br />surrounding development in this area. He concurred with Mr. Ragean's comments related <br />to not moving ahead with the process until after the General Plan update. <br /> <br /> Lou Astbury, 1375 Hearst Drive, concurred with Mr. Ragean's comments. He <br />believed that the new General Plan was an important process as it pertained to the <br />Kottinger Hills development, and believed it should take into account the future of <br />Pleasanton in preserving its open space. <br /> <br />Pleasanton City Council 7 02/17/04 <br />Minutes <br /> <br /> <br />
