5. MEETINGS OPEN TO THE PUBLIC <br /> <br /> Mr. Brozosky presented a certificate for the donation from the Estate of Valerie <br />M. Hurst for donations to trails and affordable housing programs. Dolores Bengston <br />accepted the certificate on behalf of the Hurst family. <br /> <br /> Mr. Brozosky presented proclamations to the Amador Valley High School Civics <br />Team for taking first place at the state level for "We the People....the Citizen and <br />Constitution" U.S. Department of Education civics competition. The following students <br />were recognized: Nicole Barlow, Anna Currin, Tony D'Albora, Logan Daniels, Shelly <br />Deford, Mike Gondkoff, Gabriel Ivey, Nate Koppikar, Kxisten MacDonnell, Sonia <br />Markovic, Jen Martin, Lacie McFarland, Shawna McGrath, Nicole Melton, Barry Ripley, <br />Liz Schultze, Suniana Selman, Kent Stander, and Jae Yoo. <br /> <br /> Mayor Pico presented a proclamation to Marcia and Ken Powers for completing <br />almost 9,000 miles of hiking in the United States. <br /> <br /> Doug Linney, Campaign Manager, Regional Measure 2, the seven county <br />regional transportation measure (raises bridge toll by $1.00) made a presentation. <br /> <br /> Mr. Brozosky asked if any part of Measure 2 would help alleviate the traffic <br />congestion for the 1-580 and 1-680 corridor? <br /> <br /> Mr. Linney indicated that the specific area for Measure 2 funds is the 1-580 rapid <br />transit corridor improvements. There would be $65 million dollars for the Tri-Valley <br />rapid transit corridor improvements, which included car pool lanes along 1-580, and <br />would provide direct traffic relief to the corridor. <br /> <br /> Ms. Hosterman indicated that she would support Measure 2. Information on <br />Measure 2 is available at www.measure2.org and encouraged everyone to vote on March <br />2, 2004. <br /> <br /> Mr. Campbell asked if it were guaranteed that the Measure 2 funds would only be <br />spent on transportation matters with no possibility that they would be used for other <br />purposes? <br /> <br /> Mr. Linney said that Measure 2 funds are restricted and controlled by MTC. The <br />State will not be able to access the funds for other purposes. <br /> <br />Mr. Brozosky asked if Measure 2 had to pass in several counties? <br /> <br /> Mr. Linney said yes. He noted that Measure 2 is a regional measure involving <br />seven counties.
