and a promise to the community that whatever plan Council adopts will be put to a vote <br />of the people for ratification. It was his belief that ifa plan is presented that does not <br />satisfy the sports community that is looking for a solution to some of its problems, that <br />any design, regardless of whether it was the best in the world, would not pass. <br /> <br /> Mr. Liskamm did not see a reason as to why all of the sports activities could not <br />be specified in the design competition as a requirement. <br /> <br />Mayor Pico indicated that the only issue would be the timing. <br /> <br /> Mr. Liskamm did not know the time constraints, but if that was the case, he <br />suggested separating that piece of the design competition by making sure it was <br />accessible. Mr. Liskaam indicated that this matter should be settled when it is brought <br />back to Council. <br /> <br /> Mr. Brozosky asked who is used to serve on the jury7. He wanted to have people <br />fi.om the community serve on the jury as well as professionals. <br /> <br /> Mr. Liskamm reported that he has used five to seven jurors in the past. He pointed <br />out that the competitors would want to see a majority of designers on the juror panel as <br />well as some community members. He indicated that there would be some type of <br />agreement by Council as to the types of people that would serve on the jury. He then <br />would supply some candidate names in the design field, and Council would supply local <br />community people. <br /> <br /> Mr. Brozosky believed the first phase for the design competition would be to <br />narrow things down to a certain subset. He asked what the second phase would include? <br /> <br /> Mr. Liskamm concurred with Mr. Brozosky's comments related to the first phase <br />of the competition. He reported that the second phase of the competition would be to <br />direct the design competitors to refine its plans and provide a model. <br /> <br />Mr. Brozosky wondered if feedback would be provided to the design competitors? <br /> <br /> Mr. Liskamm said yes. He also mentioned that the design competitors would be <br />given confidentiai information related to their scheme, which is called jury comments. <br /> <br />Mr. Brozosky asked if each applicant saw the other applicant's comments? <br /> <br /> Mr. Liskamm said that each applicant would only see its individual comments, <br />but would see the other applicants' designs. He indicated that the first round of the <br />design competition is anonymous. He indicated that one of the questions lett to work out <br />would be the award for the winner.
