Mayor P~co menfione6 aeon that the~e ~ ~t½11 ~ lot of unce~t~nty ~ to how the <br />cost will be allocated, which is an item for future discussion. <br /> <br /> Ms. Ayala pointed out that there was a question related to the cost of water during <br />the Grow-In. She asked if that cost was included in the budget. <br /> <br /> Mr. Iremonger stated that the increase that is proposed for the Grow-In <br />Agreement did incorporate all of the water needed for grow-in. This is an intensive grow <br />in time and it requires a lot of water during the summer period. The total amount <br />proposed was included in the Grow-In Agreement. <br /> <br /> Jay Lofthouse, 6028 Alisal Street, referred to the table in the staff report that <br />identified which increased costs would be shared by either Happy Valley properties when <br />they connect to sanitary sewer and water utilities, or by the golf course residential <br />properties. He asked if staff could provide the community with a list of the numbers that <br />were quoted, as the numbers in the staff report indicate that the community has close to <br />$2 million dollars in shared costs with the City, which equates to $20,000 per resident. <br />He asked why the residents of Happy Valley were required to pay anything for the City's <br />mistakes? He asked if the residents who had prepaid for sewer connections would be <br />required to pay more when an agreement with the City had already been reached? He <br />referred to line item 9 of the Happy Valley Golf Course Change Orders that included the <br />widening for walking lanes on Alisal Street, and asked why the costs were to be shared <br />when it was a requirement of the North Sycamore Specific Plan? He referred to line item <br />16, driveway improvements on Alisal Street, and asked why he was being charged for it? <br />He referred to line item 27, Alisal Over Excavation, and asked if the costs would have to <br />be paid by the Happy Valley residents? He referred to line item 31, Clubhouse and Cart <br />Barn over excavation and Alisai asphalt concrete coverage, and asked if only the Happy <br />Valley residents were paying for these costs? He asked Council to review the Change <br />Orders and not "pass the buck" offto the Happy Valley residents. <br /> <br /> Mayor Pico reminded Mr. Lofthouse that Council had made no decisions that any <br />of the items he mentioned would be allocated to the Happy Valley residents. As far as he <br />was aware, the City has absorbed all of the costs at this point in time. Council will <br />discuss the matter when the Golf Course is completed. <br /> <br /> Jerry Wagner, 6344 Alisal Street, believed there were some discrepancies related <br />to the cost figures for the Change Orders. He disagreed with the total, as reflected on <br />page seven of the Change Orders. He also disagreed with many of the individual line <br />items as reflected in the Change Orders. <br /> <br /> Bud Barlow, 6723 Alisal Street, was curious about the overall process for project <br />developments, as there were several developments in the Happy Valley area. When a <br />builder comes to the City with plans for a development, he asked if the developer was <br />given a fixed price for sewer and water services?
