MINUTES <br /> OF THE <br /> MEETING <br /> OF THE <br />PLEASANTON CITY COUNCIL <br /> <br />November 4, 2003 <br /> <br />6:30 P.M. CLOSED SESSION <br /> <br /> Conference with legal counsel regarding pending litigation (Signature Properties, <br />et al. v. Pleasanton Unified School District, et al.). <br /> <br />1. CALL TO ORDER <br /> <br /> The regular meeting of the City Council was called to order by Mayor Tom Pico <br />at 7:05 p.m. <br /> <br /> Councilmember Ayala led the assembly in the Pledge of Allegiance. She <br />encouraged those who had not yet voted to vote. <br /> <br />2. ROLLCALL <br /> <br /> City Clerk Abrahamson called the roll, which is recorded as follows: <br />Councilmembers present were Kay Ayala, Steve Brozosky, Matt Campbell, Jennifer <br />Hostermarh and Mayor Tom Pieo. Staffmembers present were: Deborah McKeehan, <br />City Manager; Michael Roush, City Attorney, Nelson Fialho, Deputy City Manager; <br />Steven Bocian, Deputy City Manager; Brian Swift, Director of Planning and Community <br />Development; and Rob Wilson, Director of Public Works. <br /> <br />3. AGENDA AMENDMENTS <br /> <br /> Ms. McKeehan mentioned that agenda Item 6c, implementation of Residential <br />Food-Scrap Recycling Program, had been removed fiom the agenda at staff's request. It <br />was continued to the next regularly scheduled council meeting. <br /> <br />4. CONSENT CALENDAR <br /> <br /> At the request of Anne Fox, agenda Item 4f, Traffic Committee Minutes for <br />10/02/2003, was pulled and moved to New Business, Item 6e. <br /> It was moved by Mr. Brozosky, seconded by Mt.
