affordable housing credits until Council has had the chance to have these types of <br />discussions. <br /> <br /> Since this item had been continued once by Councilmember Ayah, Mayor Pico <br />asked if Council had to accept or reject the matter, or would it be appropriate to continue <br />the matter to allow Council the opportunity to discuss the issue of credits and the <br />Inclusionary Zoning Ordinance. <br /> <br /> Ms. McKeehan stated that Council could come to any conclusion it chooses. She <br />pointed out that according to the Council Rules and Operating Procedures, a <br />councilmember is only permitted to cont'mue an agenda item once. <br /> <br /> Mr. Brozosky pointed out that ownership on the Busch property would be senior <br />ownership. As a comparison to Ms. Ayala's comments related to the transfer of credits, <br />he saw more value for subsidized apm~hl~ent living for seniors than subsidized ownership <br />for seniors. He believed it might be better for the community to allowing some transfer <br />of credits and not subsidize senior ownership housing, as there is not a big demand for it <br />in this community. <br /> <br /> Mayor Pico believed one of the issues was allowing credits to be transferred off <br />the Busch Property by Ponderosa. He asked if there was support for this option. <br /> <br /> Mr. Campbell stated that he would like to see the credits remain on the Busch <br />property. <br /> <br /> If the Council wants to discuss the matter further with the developer on the <br />secondary position and school related issues, Ms. Ayala preferred not to take any action. <br /> <br /> It was moved by Ms. Ayala, seconded by Ms. Hosterman, to continue the <br />credit issues in order to allow for further dialogue with the developer on various <br />uses of the site that is opfloned and on school issues. <br /> <br /> Ms. Hosterman wanted to allow more time for Council to consider how this <br />would affect the Inclusionary Zoning Ordinance in the future. Council also needed to <br />take into consideration the fact that the City is near build out and there would not be a lot <br />of major projects, to which to apply the Ordinance. Knowing that this project had been <br />approved for development, she was aware that the developer wanted some type of <br />certainty to the value. She did not like using the term "housing credits." She strongly <br />believed a discussion needed to occur with the developer regarding the number of <br />children the project will generate as families move in. This will affect Alisal School, as it <br />is the overflow school, and potentially, those childmm could end up at Mohr Elementary <br />or other public schools in the community. She strongly believed the developer should be <br />concerned. She mentioned her discussion earlier with Mr. Morgan, and noted that he <br />would be willing to discuss what Ponderosa might be able to do in the future to ensure a <br />school is built.
