Written communication was also presented to Council from the following <br />individuals who supported the proposed increase of five percent to the management and <br />confidential employees: <br /> <br />Matt Sullivan, 7882 Flagstone Drive <br />Kurt Wiest, 1594 Loganberry Way <br /> <br /> Based on the State's financial situation, Mr. Brozosky was concerned something <br />would happen at the State level that would affect the City of Pleasanton. Based on the <br />previous item Council discussed, he was concerned that the City's revenues might be off <br />based on the information provided by the County as to hotel, property, and sales taxes. <br />He was uncomfortable granting what he believed to be a significant raise based on certain <br />maters that are uncertain, and the overall effect it would have on the City. He wondered <br />if the City would need to access their reserves. He would not want to grant pay increases <br />if this were to be tree. <br /> <br /> ]Mr. Brozosky moved, seconded by Ms. Ayala, to increase the salary control <br />points for each management classification in an amount not to exceed a pool equal <br />to 2.5% of management/confidential compensation; in six months to re=evaluate the <br />matter; and to direct staff to conduct surveys for like job classifications to see if City <br />pay ranges are within the private sector range. <br /> <br /> Ms. Ayaia was frustrated and believed the City to be in a spiral. She strongly <br />believed Council was not involving the public in the conduct of its business. She objected <br />to the entire structore of amending compensation increases for management to be 15 <br />percent above those they supervise. She believed that Council would be asked to keep <br />the higher ranked employees 15 percent above management. She was unhappy with the <br />recommendation before this Council and that the Council of Livermore already voted on <br />granting the fire department management employees a five percent increase. She strongly <br />suggested that Council look at how it is conducting business and make some changes. <br /> <br /> Ms. Hosterman also had a level of discomfort based on what is ocmnfing at the <br />State level. While the State economy is bad, the City of Pleasanton is not. She referred <br />to correspondence provided by staff that illustrated the histor/cai salary increase by group <br />from 1990 projected out to the year 2009. Many variables go into determining what these <br />numbers should be. She stated that she understands and takes her fiduciary duties and <br />responsibilities to the entire City of Pleasanton seriously. Based upon her education in <br />the matter and upon the closed sessions held and the documents and data reviewed, and <br />the history of how the City Manager and Finance Director have mn the City over the past <br />several years, and based upon the fact that this is a one-year increase at five percent, she <br />felt comfortable in supporting a pay increase for management in the coming year. <br /> <br />Mr. Campbell stated that he could not support the motion. <br /> <br />Pleasant City Council 24 10/21/03 <br />Minutes <br /> <br /> <br />
