All the <br />properties in Happy Valley or the Remer tract are not contiguous to the City. In the <br />Casflewood area, it remains unclear whether the City would be interested in annexing the <br />area. Those residents generally receive similar services by way of a contract with the <br />County for fire services. <br /> <br /> Mayor Pico used the Vineyard Corridor as an example and believed the City has <br />tried not to force annexation of properties into the City, which includes the Remer tract <br />properties. <br /> <br /> Ms. Hosterman asked if they are eligible to vote in Citywide elections, and if they <br />pay resident or non-resident fees for recreation services. <br /> <br /> Ms. McKeehan stated that they would not be eligible to vote in Citywide elections <br />and are charged non-resident fees for recreation services. <br /> <br />Ms. Hosterman was not sure there was a nexus for imposing the additional fees. <br /> <br /> Ms. McKeehan pointed out that those residents certainly use the library, city <br />streets, and city parks. <br /> <br /> It was moved by Ms. Ayala, seconded by Mr. Brozosky, to adopt Resolution <br />03-107, adopting a policy that would require an owner of undeveloped property <br />outside the City limits who wishes to receive City sewer and/or water service to pay <br />the difference between certain City fees and similar county fees except when the <br />City is legally obligated to provide water or sewer services. <br /> <br />Mr. Brozosky asked staff were this money would be placed. <br /> <br />Ms. McKeehan informed him that the money went into the Utility Fees Fund. <br /> <br />The roll call vote was as follows: <br />AYES: Couneilm~mhers - Ayala, Campbell, Brozosky, Hosterman, and <br /> <br /> Mayor Pico <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 6D <br />Approval and ratification of changes to DSRSD and City wastewater connection fee <br />based on strength and flow characteristics~ descriptions and charges. <br />(SR 03:200) <br /> <br />Plessanton City Council 23 09/16/03 <br />M'mutes <br /> <br /> <br />
