not adequately portray the Community Character, particularly integrity and honesty. He
also expressed his concem about the amount of misinformation being provided by the
School District related to enrollment.

James Frost, 5752 Hidden Creek Court, noted that he was one of the unhappy
Bridle Creek residents at the Planning Commission meeting. He believed Greenbrlar did
not declare any ownership of Lund Ranch II or the fact it had any plans to build on the
Lund Ranch property. He was concerned about the amount of misinformation on the part
of Greenbriar. It seems that Crreenbriar is placing the responsibility on the City Council.
Speaking for the Bridle Creek residents, he stated that they do not want to end up being
unhappy with Council. The residents' understanding was that the original proposal for
113 houses was increased to 150 houses, although the plan originally called for only 82
houses. Whatever number of homes are built in this area, it will cause a large volume of
congestion, whether on Sycamore Creek Road or the bypass road. He concurred with the
previous speakers' comments related to the misinformation being provided by the School
District relating to enrollment, which could potentially affect the amount of traffic in the
Bridle Creek area.

Sung Lee, 3721 Crofters Court, mentioned that he lived near the Faiflands area
and asked what was being developed on the other side of 1-580.

Mayor Pico noted that this development is under the jurisdiction of the City of
Dublin. The project is part of the East Dublin Specific Plan, which includes commercial
businesses and housing, all the way out from Santa Rita Road to E1 Charro Road and
even beyond.

Mr. Lee complained about the increased noise on the freeway and at the Santa
Rita overpass. He asked if there were any plans in the future to retrofit the old sound
wall.

Mayor Pico informed him that there is no current plan to retrofit the sound wall.

Ms. Ayala encouraged Mr. Lee to contact staff and asked for a copy of the EIR
for the East Dublin Plan, specifically a special section within the EIR titled "Mitigation."
She indicated that Council has the fight to speak about the mitigation to help the
Pleasanton area.

Mr. Lee's main concern was that if Dublin developed a large building on the other
side of the freeway, the noise would bounce off and directly affect him.

Kevin Close, 871 Sycamore Road, stated that he would not like to see already
zoned PUDs on the Zoning Map start being shut down. This would start to create
problems for other projects in the works. If we start setting a precedent to shut down
projects, it might lead to shutting down the Happy Valley Specific Plan. If that
happened, we might be forced to shut down the golf course.

Pleasanton City Council 10 10/07/03
Minutes
