Ms. Ayala acknowledged insurance rates in California are a problem. She would bring <br />this up later in the meeting to request an agenda item at a later meeting. <br /> <br /> Mike Duarte, 6665 Singletree Way, felt there were positive aspects of the Patriot Act, <br />especially in Florida, Virginia, New York and Pennsylvania. He felt if the attacks had occurred <br />in San Francisco or Oakland, there would be a different attitude towards the Patriot Act. He <br />noted Council comments that it was a bad law, and felt sometimes bad laws occur locally as <br />well. He felt the resolution asking representatives to monitor the Patriot Act and repeal <br />unconstitutional portions was not a proper action, since the agenda item only referred to the <br />Patriot Act effects on the library operations and not the city as a whole. He felt the public did <br />not have an opportunity to discuss the item. He felt Council was inconsistent with regard to <br />individual's constitutional rights. He objected to the teen alcohol ordinance because it allowed <br />searches without warrants. He did not understand how Council could reconcile its vote on the <br />teen drinking law and its action regarding the Patriot Act. He wanted Council do deal with local <br />issues and leave national issues to the federal government. <br /> <br />There were no ful~her speakers. <br /> <br />6. PUBLIC HEARINGS AND OTHER MATTERS <br /> <br />Item 6a <br />Consideration of membership on the Board of Directors of Dublin San Ramon Services <br />District (DSRSD) (SR 03:172) <br /> <br />Michael Roush presented the staff report. <br /> <br /> Ms. Ayala felt this process was worthwhile no matter how long it takes. She serves on <br />the LAVWMA Board, which is a consortium of Pleasanton, Livermore and DSRSD. She <br />believed that agency will one day be dissolved when the sewer line is completed. She has seen <br />many instances while on the LAVWMA Board why membership on the DSRSD Board was <br />essential for solving problems before they start. Because of changes on the DSRSD Board, she <br />hoped the Board would support Pleasanton's request for the membership process. <br /> <br />Mr. Brozosky did not see any negative aspect to at least talking to DSRSD about this. <br /> <br /> Ms. McKeehan indicated this issue has been raised before and can be discussed again to <br />see what happens. <br /> <br /> Ms. Hosterman was concerned that Pleasanton has no representation on this regional <br />board and wanted to pursue this discussion. <br /> <br /> It was moved by Ms. Ayala, seconded by Ms. Hosterman, to direct the Council <br />representatives to discuss this with the DSRSD representatives at the Liaison Committee. <br /> <br />Pleasanton City Council 6 08/19/03 <br />Minutes <br /> <br /> <br />
