He was not happy with the architectural design of the <br />proposed addition. <br /> <br />Ms. Ayala said there are other two-story houses in this development. <br /> <br /> A substitute motion was made by Ms. Ayala, seconded by Mr. Brozosky, to approve <br />the appeal thereby approving design review for Case PADR-776, subject to the conditions <br />in the staff report. <br /> <br /> Ms. Ayala did not agree with prohibiting second story additions in a development that <br />already has other second story houses. <br /> <br />Mr. Brozosky asked if there were legal issues in down-zoning property?. <br /> <br /> Mr. Roush indicated there were competing policy issues here. There is the General Plan <br />policy, design review discretion, and what is allowed under the zoning. He believed Council had <br />discretion to go in either direction. <br /> <br /> Mr. Brozosky felt it would be difficult to down-zone a neighborhood, which could cause <br />further division.
