Without the bypass road or a new EVA on the Spotomo or TTK properties, where is the second <br />access road to the golf course as required by the General Plan? <br /> <br /> Tom Smith, 1070 Happy Valley Road, believed the recently accepted access road is too <br />wide. He noted staff had said to make it any narrower would be unsafe. He described the widths <br />of various portions of the existing roads in the area. He noted the size of the vehicles using these <br />roads. His conclusion was that this is an unsafe road to be used by traffic to and fi.om the golf <br />course and the residents of homes on the golf course. Once the access road is opened, he was <br />certain the residents would fight to keep it open because it is the shortest route to the freeway. <br />That argument will be made to a different City Council that may not remember what the Happy <br />Valley residents have gone through to preserve their area. Staff believes the access road cannot <br />be less than 33 feet wide for safety reasons, yet it sends the same traffic down Alisal, which is <br />about half the width. He urged Council to find a way for traffic to get off the loop road. <br /> <br /> Philip Grubstick clarified the fight of way for the access road is 33 feet wide, but the <br />paved surface is only 24 feet wide. There is also an edge strip and curb and gutter on each side. <br />The travel width is only 24 feet. <br /> <br />Ms. Hosterman asked him to comment on Mr. Smith's concerns. <br /> <br /> Mr. Grubstick said once construction is complete on Alisal Street, it will be widened <br />approximately three feet. The travel lanes will be a little wider than sixteen feet in most sections. <br />There will be an additional shoulder strip and three foot pedestrian walkway on the west edge. <br /> <br /> Lori Mullins, 3809 Yosemite Court, and Holly Horton, 1275 Harvest Road, members of <br />the Abbie 4H Club, invited Council and the public to the Alameda County Fair beginning <br />June 20, 2003. She described the schedule for 4H events and urged people to participate in the <br />livestock auction at the end of the Fair on July 6th at 9:00 a.m. Purchases of these animals can be <br />a tax deduction.
