use the ACE Wains. That means if the ACE train service is not improved, 7,000 drivers will be
going through Pleesanton, even if this project is built. He did not think that was of benefit to the
City. CalTrain, on the Peninsula, is spending $1.5 billion for an 80-mile route from Gilroy to
San Francisco. It is 85 miles from Santa Clara to Stockton on the ACE route. It seemed to him
for a billion dollars there could be a good rail line that would include the Dumbarton bridge and
get a person to SFO faster than a person could get to SFO with a BART ride. It may not serve all
the people coming into the region, unless connecting bus service is added. ACE needs to be part
of this project. He reiterated his desire for further study of the ACE service before committing
any funding.

John Moellering, 3019 Staples Ranch Drive, indicated he lived in the community called
Meadows, where Option 2 would be routed. He said there is a noise problem from the highway
and the Livermore airport. Option 2 would only make the noise worse. He urged Council to
keep that in mind when making its analysis.

Mayor Pico thanked Supervisor Haggerty, Director Snyder, and the BART
representatives for making the presentation.

Ms. Hosterman read the commendation for the two Fairlands Elementary School
"Destination Imagination" teams and presented commendations to the students present.

Carol Boster, Teacher/DI Site Coordinator, expressed her appreciation for the parent
participation.

Larry Tucker, 3510 Dickens Court, thanked Council for its participation in the Operation:
Welcome Home! He described the event which will take place in Livermore on August 16,
2003. There will be a parade, a picnic, and ceremony. He described the medal which will
presented to each troop member.

Clive Schliewe, 6330 Laura Lane, objected to the City's proposal to build a park in the
Happy Valley neighborhood by annexing County property into the City. Happy Valley has been
negatively affected by the City's desire to build a golf course. A park in the area will only add
more traffic to Sycamore Road, which is already over capacity. If it is true the park will
accommodate equestrian uses, where will the horse trailers park? He believed the developers of
the housing projects should have been required to set aside land for a community park. The City
has apparently contacted Happy Valley residents about using their property for a park for City
residents. He asked what the City has done to pursue all options for building a park on property
already within the City. He was concerned that several undeveloped properties would be
annexed and create an island of City property. This would impact more Happy Valley residents
who may be forced to eliminate this island. He was especially concerned about a possible trail
leading from Sycamore to the comer of Mockingbird and Laura Lane. Children play in the
streets on both Mockingbird and Laura Lane and there is very limited parking available.
