Ms. McKeehan said that was a recommendation of the Housing Commission to be able to <br />track what is happening with the units. It would be voluntary compliance and is just a means of <br />knowing what the rates are for the units. <br /> <br /> Mr. Brozosky expressed his concerns about the definition of a second unit. He related an <br />incident. <br /> <br /> Mr. Swift indicated most cities have had difficulty with the definition of a second unit. <br />Pleasanton staffhas focused on the aspect of cooking. He noted some homes have cabana rooms <br />with sleeping, changing and cooking facilities that the owners have no intention whatsoever to <br />use such room as a second living unit. Staffreviews the area in its entirety before making a <br />determination. There is no clear definition and for the most part he felt it needed to be somewhat <br />ambiguous for staffto use its best judgment. He noted various developments that have in-law <br />and/or second units. There have been no problems with neighbors. A change from conditional <br />use to permitted use will probably not have a big impact in Pleasanton. Most people only care <br />about design of a unit rather than who will live in it. <br /> <br /> Mr. Brozosky inquired about the incentives and information to be given to homeowners <br />to rent to lower income households, etc. and asked if that must be part of the ordinance or could <br />it be a separate program. <br /> <br /> Mr. Swift said it was designed to be a second program, which is what the survey was in <br />aid of. The Housing Specialist could then match units to those searching for rental units.
