Mr. Swift indicated most cities have had difficulty with the definition of a second unit. Pleasanton staffhas focused on the aspect of cooking. He noted some homes have cabana rooms with sleeping, changing and cooking facilities that the owners have no intention whatsoever to use such room as a second living unit. Staffreviews the area in its entirety before making a determination. There is no clear definition and for the most part he felt it needed to be somewhat ambiguous for staffto use its best judgment. He noted various developments that have in-law and/or second units. There have been no problems with neighbors. A change from conditional use to permitted use will probably not have a big impact in Pleasanton. Most people only care about design of a unit rather than who will live in it. Mr. Brozosky inquired about the incentives and information to be given to homeowners to rent to lower income households, etc. and asked if that must be part of the ordinance or could it be a separate program. Mr. Swift said it was designed to be a second program, which is what the survey was in aid of. The Housing Specialist could then match units to those searching for rental units. The program will most likely come before Council before approval. It was moved by Mr. Brozosky, seconded by Ms. Ayala, to introduce Ordinance No. 1885, to be read by title only and waiving further reading thereof, amending Chapter 18.06 and related sections of the Pleasanton Municipal Code regarding second units to comply with AB 1866, with the additional direction that recorded restrictions are to be generic and refer to current regulations.
