Pat Costanza and Mike Harlan presented a check in the sum of $1 million to the City of <br />Pleasanton representing the Bernal Property in lieu park dedication fee payment. <br /> <br />Other Speakers <br /> <br /> Janet Linfoot, 6300 Alisal Street, quoted Mayor Pico as saying government starts at the <br />city council. She said the Patriot Act has a lot to do with government and the City Council is <br />involved. The abuse of power is a crime and caused citizens to revolt against the then most <br />powerful government on earth to form the United States, which has become, ironically, the most <br />powerful government on earth. She said if we are not careful there is a danger of repeating <br />history. It is so easy to allow our leaders to abuse that power if the citizens sit idly by. The <br />constitution was created to protect the citizens while allowing freedoms, which we seem to take <br />for granted. She believed the Patriot Act violates the constitution and must be changed. The <br />privileges of the citizens must be preserved, because if we don't use them, we might lose them. <br />Being the greatest world power carries awesome responsibility. Power tends to be addictive and <br />the love of power can cause people in government to lose track of what democracy is all about. <br />Democracy, at its finest, levels the playing field while bringing out the best in people. Love of <br />power does not further democracy. She believed it was necessary to change those parts of the <br />Patriot Act that legalize the abuse of power, while investing that power in the hands of a few <br />who were elected to serve the citizens. The Act in its present form invites the problems that <br />caused the ultimate revolt of the colonies against the oppression of the British Empire in the first <br />place. It is understandable after the events of 9/11 that Congress approved the USA Patriot Act. <br />However, they should have read it before they passed it. In 1759, Ben Franklin observed that <br />those who are willing to sacrifice freedom for security, deserve neither freedom nor security. <br />She believed that statement serves us well today. She wanted the Act to further democracy and <br />patriotism, not hate, fear and oppression. It does not deserve the title USA Patriot Act in its <br />present form. <br /> <br /> Jack Dove, 5250 Case Avenue, #110, indicated Pleasanton is a great place to live and <br />listed the many amenities available to the citizens. Many people are proud that they have been <br />part of the planning process for this city. He expressed concerns that the General Plan Update <br />will only involve the City Council and Planning Commission. He urged Council to go back to <br />the prior process which involved a citizens' committee, with a steering committee. <br /> <br /> Jerry Wagner, 6344 Alisal Street, objected to the number of units for homes near the golf <br />course and claimed it was not in the Specific Plan. He noted the Alisal road improvements were <br />to be completed by April 15th and are still not done. He related the unsatisfactory conditions of <br />the road and said how he thought it should be constructed. <br /> <br /> Rob Wilson indicated construction on the road is to be completed before July 4m. He <br />described how the road would be rebuilt. <br /> <br /> Kurt Kummer, 4456 Clovewood Lane, inquired about the paving of the bike path next to <br />the Arroyo del Valle near the driving range. <br /> <br />Pleasanton City Council 6 06/03/03 <br />Minutes <br /> <br /> <br />
