Council has made decisions on the Bernal Property and the affordable units and he did not want <br />to change those decisions. <br /> <br /> Mr. Brozosky wanted a mix so that some units would be available to those at 80% <br />median income, some at 100% and some at 120%. He wanted to get the best product mix for the <br />community so that people at varying income levels can qualify. <br /> <br /> Ms. Ayala did not think it was too late to ask the developer to make some changes to the <br />product and it was an opportunity to enhance the affordable housing fund to help more people. <br /> <br /> A substitute motion was made by Mr. Brozosky to change the mix of the units on the <br />Bernai Property to 80/100/120%, with the units at 120% having a price adjustment. <br /> <br />The substitute motion died for lack of a second. <br /> <br /> Mr. Bocian asked if the issue was to make households at the 120% median income level <br />eligible to buy the homes or to make the homes more expensive. <br /> <br /> Mayor Pico said it was not to make the homes more expensive and he did not want to <br />make a home priced at $199,000 available to households at 120% of the median income. The <br />whole intent of giving more land to Greenbriar was to get more units and make them as <br />affordable to the lowest income levels. These are people who would never have an opportunity <br />for home ownership in Pleasanton. <br /> <br /> It was moved by Mayor Pico, seconded by Mr. Campbell, that no changes be <br />made to the affordable housing program for the Bernal Property. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Brozosky, Campbell, Hosterman, and Mayor Pico <br />NOES: Councilmember Ayala <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> With respect to the inclusionary zoning ordinance, Mayor Pico asked if there was <br />direction to staff. <br /> <br /> Mr. Brozosky suggested giving a credit for building affordably priced houses, such as <br />condominiums or smaller houses. He also wanted a credit for secondary units that will be used <br />as rentals. <br /> <br /> Ms. Ayala wanted a review of the restrictive covenants on inclusionary housing for what <br />could work better in the future, particularly with increasing prices in market rate housing. She <br />would like second mortgages for existing housing stock mixed throughout the community.
