This project will not preclude any decisions Council may make on the extension of <br />Stoneridge Drive or what would ultimately occur on Staples Ranch. <br /> <br /> Ms. Hosterman asked if a future development project contributed to the cost of the on <br />ramp. <br /> <br /> Ms. McKeehan indicated that is already included in the Stoneridge Drive Specific Plan <br />and funds are being collected for that purpose. The County of Alameda has invested a lot of <br />money for infrastructure in the area. <br /> <br /> Mr. Swift explained that the Stoneridge Drive Specific Plan anticipated a number of <br />improvements in the area, include a share of the E1 Charro interchange. The reason for the loop <br />is that as development occurs in Dublin, traffic heading northbound on the interchange headed <br />westerly on 1-580 must make a left mm. Previously, the gravel trucks could make a free left <br />because there was no traffic on the north side of the interchange on Fallon Road. There will <br />soon be a lot of traffic on Fallon as east Dublin develops and that interchange will no longer <br />work without a loop ramp. It is especially important for the gravel truck traffic to be able to <br />make that loop for westbound 1-580 and will help any ultimate development in Pleasanton, <br />whether from Staples Ranch or the Kaiser/Hansen site. Livermore's local traffic fee includes the <br />E1 Charro interchange as one of its funded projects. It has been working with Pleasanton and <br />Dublin to ensure that when the time for its share of the ultimate improvements, which are much <br />greater than this loop, that funding will be available. He briefly reviewed potential developments <br />in Livermore in that area. Pleasanton's ultimate share may change depending on the <br />development in the east side. He reviewed the contributions that will be necessary from <br />developers and the mitigations that will be necessary. <br /> <br /> Mr. Brozosky felt the interchange works for Pleasanton traffic and asked if Dublin is <br />adding a lot of development why is it not paying for the full amount of infrastructure <br />improvements? If Pleasanton develops later, it could reimburse Dublin then. At this point, he <br />felt the interchanged work. <br /> <br /> Mr. Swift agreed it works, but whether it continues to work well is the question. As soon <br />as there is any development on the north side, the gravel tracks will no longer have a free left <br />turn to enter the freeway. The trucks will have to stop at a signalized intersection and will back <br />up onto the overpass, which is not wide enough to stack the trucks and it will take a long time for <br />the trucks to get through the signal. The level of service will deteriorate rapidly and the gravel <br />companies have asked the City to participate in this interchange improvement to maintain their <br />access to the freeway. Although the gravel companies will not contribute to the costs, the <br />Hansen/Kaiser properties will undoubtedly contribute to the infrastructure when they eventually <br />develop. Vulcan has made dedications in connection with the rebuilding of their processing <br />plant in the county for dedicating E1 Charro and other contributions to the infrastructure. It is not <br />a "free lunch" for the gravel quarries.
