CONSENT CALENDAR ITEMS FOR DISCUSSION

4n. Traffic Committee Minutes

Ms. Hosterman referred to the discussion regarding the Del Valle parking lot and she said
she had heard from neighbors with concerns and she wanted to pull this item and discuss it
further.

Mayor Pico indicated Council could not discuss this now. He also did not know if there
had been a formal proposal filed. He felt it would have a process to go through before it reached
the Council level.

Ms. Nerland said the structure would be entirely on School District property and is being
processed by the State Architect's office. It is not expected to come before the City Council for
review.

Ms. McKeehan said concerns could be relayed through the School Liaison Committee
meeting. Any hearings on this would be before the School Board.

Mayor Pico understood that the church would be using this parking lot as well and felt if
there were something on School property that was not solely for educational purposes, that the
City could have some input.

Ms. McKeehan said there was some question about "solely" and noted that if it used for
educational purposes, then the City has not had an opportunity to comment other than from a
voluntary basis. The District has in the past involved staff in designs for ingress and egress from
parking lots. In terms of approval, there has not been a joint approval process for anything on
School property which has an educational purpose. This lot does, even though there would be
joint use with the church.

Ms. Ayala asked if it is certain the students and faculty will use this lot?

Ms. McKeehan indicated there are fifty spaces for school use and suggested this be
brought to the School Liaison Committee for discussion.

Mr. Campbell confirmed that the lot will be for student use.

Ms. Ayala pointed out there has been no discussion at the Liaison Committee to date.
She noted the parking lot is causing relocation of certain sports fields and there is concerns about
activity near residences. She believed there is a District neighborhood meeting this Thursday to
discuss this and she urged the citizens to attend.

40.
