recent ordinance concerning teenage drinking in homes, even though there were issues raised <br />about conflicts with the Fourth Amendment of the Constitution. He reiterated his belief that <br />Council should focus on local issues only. <br /> <br /> Paulette Salisbury, 6170 Corte Trancas, indicated her agreement with Mr. Cuddy and <br />urged Council to allow debate on this issue. <br /> <br /> Fred Norman, 7986 Driftwood Way, indicated he loved the Constitution of the United <br />States and he wanted Council to tell Washington it also loved the Constitution. He wanted <br />Council to allow debate at a meeting. Councilmembers took an oath to defend the Constitution <br />from enemies foreign and domestic. Some may say this is not a local issue, but every citizen is <br />protected by the Constitution and when something endangers the Constitution, it is a local issue. <br />He believed Council may disagree with the group, but he urged Council to hear what they have <br />to say. <br /> <br /> Jon Harvey, 3790 Smallwood Court, urged Council to work with Zone 7 and the LARPD <br />to restore more natural hydrology in the Sycamore Grove Park. The sycamore grove is very <br />unhealthy now and there is strong evidence that hydrology is the major reason. He felt there was <br />a way for Pleasanton to help correct that. He requested a future agenda item to discuss this. <br /> <br /> Keith Rothenberg, 23 Diamond Drive, Livermore, showed branches from the dying <br />sycamore trees. He indicated he is a member of the Friends of Sycamore Grove Park, which was <br />recently formed due to the concerns about the dying trees. Most of the trees have been <br />decimated by a fungal attack. This is a regional issue. He felt the City of Pleasanton was a <br />stakeholder since Arroyo del Valle goes through the park and downtown Pleasanton. He said <br />there have been two studies of this area and he quoted from one which believes the primary <br />cause of the decline of these trees is due to the release of water during late spring and summer <br />from Del Valle Reservoir and the state water project. Although other factors such as the fungus <br />further contribute to the decline, the wet summer conditions favor disease and root dieback. The <br />fungus is a symptom and the unnatural hydrologic condition is the cause. He urged Council to <br />confer with the other stakeholders to resolve this problem. He presented the studies he <br />mentioned. He announced the LARPD was having a special program on Saturday at 10:00 am <br />and he urged Council and citizens to attend and walk through the grove with an arborist who will <br />explain the issues and problems. <br /> <br /> Ms. Ayala asked if this issue would be placed on a future agenda for the <br />Pleasanton/Livermore Liaison Committee? <br /> <br /> Ms. McKeehan indicated a request has been made by the City of Livermore to meet with <br />Pleasanton, Zone 7 and LARPD to discuss this matter. She felt it would be beneficial to have <br />those meetings take place before putting the item on a Council agenda. <br /> <br /> Ms. Hosterman indicated this could also be discussed at the Zone 7 Liaison meeting.
