Mr. Campbell asked about the State's approval of the Housing Element.

Mr. Iserson said the Department of Housing and Community Development had
approved the Housing Element and once it is approved by City Council it will again be
looked at to make sure it is what was conditionally approved. Then it will send a final
letter of certification. They will be monitoring it to make sure Pleasanton does certain
things within a certain amount of time.

Ms. McKeehan reminded the Council the City had set up a meeting with
representatives of HCD to sit down in Pleasanton and work through the final pieces of the
element. This did not require many changes to get there. Staff, representing City
Council, and HCD were supportive of the proposals made. It was intended that this
would be brought before Council knowing that HCD would approve it.

Mr. Campbell asked Councilmembers their feelings about the letter from the
Citizens for a Caring Community, in particular adopting the program they suggested,
19.2, 19.3, and 19.4.

Mr. Brozosky said he did not want to make any changes at this point. HCD said
they have conditionally accepted this and he did not want to change anything that could
jeopardize this. We have gotten to this point and the sooner we can get this done, the
sooner we can go forward and implement this.

Ms. Ayala said she concurred. It has taken a long time for the City to get to this
point and to make any changes at this point would not be in our best interest.

Ms. McKeehan said HCD is satisfied with the Housing Element presented to
Council for approval.

The roll call vote was as follows:

AYES: Councilmember
Campbell
NOES: None
ABSENT: Mayor Pico
ABSTAIN: None

Ayala, Brozosky, Hosterman and Vice Mayor

Item 6f
Review of posted speed limits on (1) Stoneridge Drive between Newton Drive and
the end of the roadway~ (2} Old Stanley Boulevard between Main Street and First
Street~ and (3) West Las Positas Boulevard between Payne Road and Hopyard
Road.
(SR 03:096)

Jeff Knowles presented the staff report.

Pleasanton City Council 21 04/15/03
Minutes
