Ms. Hosterman also wanted the process to be completed sooner rather than later.
However, having been through the General Plan review process, she recalled heated discussions
on various topics and she was not certain the suggested process would allow that. She would be
willing to support the staff recommendation so long as there was an opportunity for as much
public input as possible. If it becomes clear that the process will take more time, then adjust for
that.

Mr. Brozosky suggested that if a subcommittee was necessary to research a particular
item, then one could be formed as necessary. He also wanted this done sooner rather than later.

Mr. Campbell did not want this process to be political. It should benefit the entire City of
Pleasanton and individuals should try to do what is best for the entire city and not just their
interest groups.

Ms. Ayala felt the citizen element would assist in neutralizing the political aspect. She
would support the Council/Commission process to begin and direct staff to consider the citizen
aspect for the future.

It was moved by Ms. Ayala, seconded by Mr. Campbell, to use the City
Council/Planning Commission-based process to update the General Plan, with the
Pleasanton Energy Committee charged with overseeing the preparation of a new draft
Energy Element, and directing staff to consider ways to enhance citizen participation in the
process, and to ensure the process is done in a timely manner.

The roll call vote was as follows:
AYES: Counciimembers -Ayala, Brozosky, Campbell, Hosterman, and Mayor Pico
NOES: None
ABSENT: None
ABSTAIN: None

Ms. Ayala felt there were still significant issues to be addressed, such as the Hacienda
Business Park, West Las Positas interchange, and East Pleasanton.

Item 6b
Review of processes for potential removal of the West Las Positas Interchange from the

General Plan. (SR 03:048)

Brian Swift presented the staff report.

Ms. Ayala asked for the definition of Level of Service (LOS) D.

Mr. Swift said at peak hour a driver would be delayed two signal changes before being
able to move through an intersection.

Pleasanton City Council 18 03/18/03
Minutes
