Item 6c <br />Zone 7's Water Quality. Management Program, Draft Water QuaH~. Policy and <br />Implementation Plan (SR 03:050) <br /> <br /> Steve Cusenza introduced members of Zone 7 and saying they were requesting <br />comments from each of their four major treated water customers on the documents <br />presented. In general, City staff agrees with the Water Quality Management Plan and the <br />draft policies. There has been a response letter drafted that includes the City's concerns <br />on two key areas of assumption in the implementation plan. These areas correspond with <br />project timing and funding for the recommended water quality improvements. <br /> <br /> A presentation coveting objectives, policy background, proposed policy goals, <br />and the implementation plan was made by the following: Ms. Angela O'Brien, WQMP <br />Project Engineer from Zone 7; and Ms. Karen Johnson, Project Manager with <br />Montgomery, Watson, Harza, Consultants for the WQMP. Also present from Zone 7 was <br />Mr. Ed Cummings, Assistant General Manager with Zone 7; and Mr. Jon Marchand, <br />Director, Zone 7 and member of the Zone's Water Quality Committee. <br /> <br /> Mayor Pico said one of the concerns is there is a greater demand being placed on <br />the groundwater basin to supply new growth. It is his understanding that as we take more <br />water out, we have some impact on the hydrostatic balance of the basin that is keeping <br />the salts out at this point in time. As we increase the drafting of the groundwater basin, <br />we tend to encourage more of the salts to intrude into the main basin. As a result we have <br />a greater requirement for salt management program to reduce those kinds of salts. Is <br />there any plan in any mitigates or reduces or eliminates the increased demand on the <br />groundwater basin? <br /> <br /> Mr. Cummings said this was looked at during the EIR. The actual use of the <br />groundwater basin is a conjunctive use; what Zone 7 draws out it replaces in equal <br />amounts. Most of the water is sitting, ready for the dry years. To meet the reliability <br />policy is having the water stored for these uses. The operation will be done in such a way <br />as it does not go below historic lows. Zone 7 will be operating the basin in the same <br />range as it has historically operated. The separate activity being done currently is the <br />Master Plan, which will be coming out this year and will look at how the ground water is <br />going to be operated, mitigations for long term uses, and the environmental <br />documentation that goes along with this. This is coming in tandem with this plan. <br /> <br /> Mayor Pico asked how many wells have been put into the groundwater basin in <br />the last five years. <br /> <br />Mr. Cummings said Zone 7 had put in one replacement well and two new wells. <br /> <br />Ms. Ayala asked how many would be put in the future. <br /> <br />Pleasanton City Council 11 03/04/03 <br />Minutes <br /> <br /> <br />
