j. Approved an Amendment to Consultant Services Contract with Lamb Surveying, Inc. for <br /> certain work associated with the South Pleasanton golf course. (SR 03:042) <br /> <br />k. Commended Billie Dancy as Pleasanton's first Municipal Librarian. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Brozosky, Campbell, Hosterman, and Mayor Pico <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />5. MEETING OPEN TO THE PUBLIC <br /> <br />Ms. Hosterman presented the fi'amed commendation to Billie Dancy. <br /> <br /> Ms. Dancy thanked Council for the commendation. She expressed her appreciation for <br />all the support she has received since she started working in the Pleasanton Library. This has <br />been an exceptional part of her career. She was allowed to build the best staff she has eve~ had <br />and to be creative in building Library programs. She indicated the Library will be in good hands <br />and will continue to move forward. <br /> <br /> Pete Snyder, BART Director, introduced the staff members who would be making a <br />presentation on future BART plans for the Tri-Valley area. <br /> <br /> Supervisor Scott Haggerty indicated there will be thought provoking issues raised in this <br />presentation. Four years ago it was believed an extension of BART to Livermore was not <br />possible. Things have changed such as land use policies in Livermore, BART's policies towards <br />extensions, etc. We also need to change the way we think about extensions. Mayor Pico has <br />been a strong representative for Pleasanton. The extension is not just to Livermore or Tracy, but <br />is planned to be a way to alleviate cut-through traffic through Pleasanton. If commuters can be <br />transferred off the Altamont and into effective transportation to work, then the traffic will come <br />offofI-580 and City streets. <br /> <br /> Tom Matoff, LTK Engineering, indicated Phase I of the BART extension study consisted <br />of an evaluation of BART to the east. As a follow-up to that, his firm was engaged to find less <br />expensive ways of providing rail service to Livermore. BART has engaged a group of <br />consultants, including his firm, to look at that in greater detail. This presentation will review <br />travel markets, kinds of trips anticipated in the Tri-Valley area, goals of the study, overview of <br />transit technologies, alternatives being considered, transit oriented development and the next <br />steps to be taken. One of the assumptions being used is there will be 225,800 week day trips on <br />1-580 by the year 2020. He said about 40% of the trips were within the Th-Valley area. He <br />described the destinations of the remaining trips. The goals of the study are to develop rapid <br />transit modes that connect Tracy and Livermore, Hacienda Business Park with the <br />Dublin/Pleasanton BART station, with Bishop Ranch and potentially with the Walnut Creek <br />BART station.
