Ms. McKeehan indicated she had just been given a copy of a proposal given to the <br />Friends of Kottinger Creek from another consultant and she had not had time to review it. She <br />indicated there had been difficulties with this process from the beginning. However, when a <br />citizens' group receives a proposal from a consultant for a project that will be funded by the City, <br />there is a major problem. She suggested reviewing the scope of work again and then start the <br />request for proposal process all over again. <br /> <br /> Ms. Hosterman agreed with that, provided the requests for proposal go to finns that <br />specialize in stream restoration. She would like to then use that as a model. <br /> <br /> Mr. Campbell wanted to make certain a maintenance manual is included in that scope of <br />work. <br /> <br /> Mr. Brozosky indicated he had spoken with the Friends of Kottinger Creek and the <br />proposal they have was meant to be a second opinion. <br /> <br /> Ms. Ayala indicated there were many streams in need of restoration on the Bernal <br />property as well and she felt it would be advisable to have a staff member educated on these <br />issues. She supported drafting a new, more narrow, scope of work. <br /> <br /> Mayor Pico said there is very good input from citizens who are concerned about <br />Kottinger Park and the creek. This process started with their concerns about the maintenance of <br />the creek and it has grown. He would like to get back on track and have a fresh look at the <br />issues. He definitely did not want a review of the park in terms of adding more playground <br />equipment or sports fields. He loves the park the way it is and wanted to protect the habitat and <br />the watershed. <br /> <br />Ms. Ayala wanted the review to be timely, since it has taken so long to get to this point. <br /> <br /> Mayor Pico said the creek is not being damaged now and he felt it was important to take <br />as much time as necessary to develop a long term plan to protect the watershed area and the park. <br /> <br /> Pat Griffin, 1055 Kottinger Drive, indicated the Friends of Kottinger Creek is a <br />grassroots group that started three years ago to protect the Kottinger Creek. They have done a lot <br />of research and spoken to many agencies. She presented a video on creek restoration to the <br />Council. There is a petition signed by 450 Pleasanton residents, not just neighbors, who agree <br />with their goals. When this all started, well-meaning people disagreed on how best to prevent <br />flooding downstream. Some felt straightening the creek and removing vegetation was best, but <br />the Friends of Kottinger Creek felt the opposite was tree. Today, well-meaning people disagree <br />on the process. The proposal on the agenda is for a landscape consultant decide what to do. The <br />proposal is open-ended and the outcome is unknown. Friends of Kottinger Creek want goals to <br />be set before hiring anyone. Clear direction will reduce costs and the uncertainty about what <br />would be done. She requested Council to restore Kottinger Creek using science to enhance the <br />natural habitat and reassure residents downstream. Once the creek is restored to dynamic <br />equilibrium, which is a stable creek channel, maintenance should be simpler and a manual would <br />minimize misunderstandings.
