Tom Daggett, 6034 Misal Street, said in the mld-90's the bypass road option that went <br />through his property was discarded. It is now back as Alternative #4. He des~n'ibed his property <br />and the animals in the area. He said he planned for a second unit in the back. It is very upsetting <br />to consider that the City would propose condemning his property for a road to the golf course. <br />He wanted Alternative #4 permanently deleted from consideration. This is all about quality of <br />life and not putting another road through the heart of Happy Valley. Council must find a way to <br />make Alternative gl work. <br /> <br /> Deirdre Gipson, 6187 Alisal Street, said she hated Alternatives #3 and #4. She only <br />supported Alternative gl. If it is necessary to increase density on the Spotomo fiat land, she <br />could accept it so long as traffic goes onto the bypass road Alternate #1. <br /> <br /> Kevin Close, 871 Sycamore Road, agreed with all the previous speakers that Alternative <br />gl is the only acceptable bypass road. He said the City has started a development that has no <br />access except through an emergency vehicle access at the comer of Happy Valley and Alisal. He <br />said the current access on Alisal is in his opinion merely Council-approved cut-through traffic <br />through an existing neighborhood. <br /> <br />There were no further speakers and the public hearing was closed. <br /> <br />There was a break at 9:20 p.m. <br /> <br />The meeting reconvened at 9:25 p.m. <br /> <br /> Mayor Pico did not think there should be a study of any bypass routes except for <br />Alternative gl. He wanted the Spotomos to be advised that the City wants to complete the <br />Alternative gl bypass road as soon as possible. It would be up to them to complete a <br />development plan and feasibility studies for the road, including costs, as soon as possible. There <br />was a commitment made to the Happy Valley residents. He realized it will be difficult to make <br />the bypass road a reality. He was unwilling to look at any other option and felt those presented <br />were infeasible. The main issue with the original bypass road would be whether the City can get <br />the environmental permits necessary and whether there is a developer willing to advance the <br />costs. Those items were recognized when the Specific Plan was adopted and indicated that using <br />Alisal/Happy Valley would be a temporary access only. He wanted to stay on that course and <br />continue to work with the Spotomos. <br /> <br /> Mr. Brozosky asked the Mayor if he was saying not to use staff or consultants to work <br />with the Spotomos. <br /> <br /> Mayor Pico said that was correct. It was not the City's responsibility. If the road is <br />going to be on the Spotorno property, the ball is now in their court to develop a plan for the <br />financing of the road and whatever modifications or changes to the Specific Plan were necessary <br />to make that happen. Anything else is pure speculation. He urged the Spotomos to come <br />forward with a plan that can build the road and allow them to develop their property. He <br />appreciated their cooperation in annexing to the City and he was willing to work with them now <br />to allow development of their property as soon as is feasible.
