Mr. Brozosky asked if construction costs had actually gone up that much since the
Creekside Park construction.

Mr. Wolfe said they had.

Mr. Campbell reiterated the staff recommendation was to take the additional $100,000
necessary for construction from the park fees to give a credit to Crreenbriar.

Mr. Wolfe said that was correct.

Mr. Campbell asked if the fees are supposed to go toward purchasing new park lands,
what is the downside of the staff recommendation.

Mr. Wolfe said that would deplete the park fund by $100,000, which is why there was an
option to take the $I00,000 from existing capital projects so Council could maintain its policy of
using park dedication fees only for land purchase. There is still additional park land to be
purchased and the park fund is the primary source of revenue for that purpose.

Ms. Hosterman asked if the park was designed by City staff or Greenbriar stafP.

Mr. Fulford said it was designed by Thomas Baal( and Associates of Walnut Creek for
G-reenbriar. There was considerable City staff input to get a design that was typical for
Pleasanton and acceptable from a park maintenance aspect.

Ms. Hosterman asked if there were more staff input with this finn than Crreenbriar.

Mr. Fulford said there was an equal amount.

Mr. Wolfe commented that the plan was based on the master plan designed by the Parks
and Recreation Commission. There were no substantive changes. There were some discussions
about using stamped concrete rather than pavers or other materials to reduce the cost of the park.
The feeling of the Commission was to keep the pavers since the costs savings were insignificant
if stamped concrete were used.

Ms. Hostennan asked if the Walnut Creek landscape architect was responsible for the
estimate of $650,000?

Mr. Fulford said no. They were responsible for design only. The current bid cost came
from Valley Crest Landscape Company of Pleasanton. They have built other parks for the City
and staffis confident in their ability.

Ms. Ayala again asked if staff had thought $650,000 would pay for the kind of park it
wanted?

Pleasanton City Council 7 12/17/02
Minutes
