The Consultant reviewed the issue without any background information fi.om the Tri- <br />Valley. No considerations were given to political or other issues. The committee he serves on <br />authorized a continued look at this alternative. BART will fund studies in the 1-580 corridor. <br />The question is whether to continue to review the feasibility of the possibility. Mayor Pico <br />reminded the committee it has reviewed the feasibility of a rail ronte through Pleasanton, down <br />E1 Charro and through the 580 median. There was also an option of using the old railroad right <br />of way (Iron Horse Trail in Pleasanton) to the BART station, using surface streets, crossing <br />Santa Rita and down Owens, along with other proposals. He felt the "Colorado car" proposal <br />may not have "fatal flaws", but there may be political opposition. There is still an option for the <br />E1 Charro route and if they want to continue to explore the feasibility of expanding transit within <br />the Tri-Valley area and over the Altamont Pass, he supported continuing to look at it, especially <br />if BART is funding the study. City staff has not been involved to this point, but will be in the <br />future. This is a very preliminary concept with no funding associated with it. It was believed it <br />needed to be reviewed in light of the proposed rail extension from the West Pittsburg station into <br />Antioch and Brentwood. That is proposed to be a non-traditional rail or BART rail system. If <br />we expect to have anything done in the Tri-Valley, we need to have a viable concept to be in <br />competition with the Antioch/Brentwood line. He assured everyone that there would never be a <br />proposal like this for approval without significant discussion at the local level. He noted the <br />study is extremely preliminary and many on the committee did not know it was going on. He <br />believed the concept of a rail line extension over the Altamont connected to BART makes some <br />sense and should be explored. He felt this would also be included in any east side study of <br />Pleasanton. <br /> <br /> (6) Ms. Ayala referred to the mobile home park issue and asked if it would be helpful to <br />have a Council subcommittee to meet with the park owners. <br /> <br /> Mr. Roush believed it was too early in the process to do that. First staff has to know what <br />the owners are asking for the park and to get some financial analysis.
