He intended to participate in the discussion. <br /> <br /> Mr. Roush said there is no prohibition from participating because of the receipt of <br />campaign contributions so long as the mayor can be fair and objective and decide the issue based <br />on the staff report and the public testimony. <br /> <br />Brian Swift presented the staff report. <br /> <br />Ms. Michelotti asked for clarification on the staff recommendation. <br /> <br /> Mr. Swift said the rationale for reviewing the pole was to compare it to the height of the <br />closest buildings that are two story. In that zoning district, it is 30-32 feet. The original 28 fi. <br />recommended height of the pole was to try to reach a compromise with the neighbors. Staff <br />could accept 31 feet and he felt people could not tell a difference between 28 and 31 feet once <br />the flag is flying. <br /> <br />Mr. Campbell asked how many feet separate Mrs. Bianchi's home and the flagpole? <br /> <br />Mr. Swift said about 250-300 feet. <br /> <br />Mr. Campbell asked how far was the pole from Mr. Chestnut's home? <br /> <br />Mr. Swift said about 100 feet. <br /> <br /> Mr. Campbell asked how far the light from a beam pointed up to the flag would reach the <br />surrounding area? <br /> <br /> Mr. Swifi said if the light is properly designed, it should not light any area other than the <br />flag. Mr. Chestnut and Mrs. Bianchi would have no light in their yards, but would be able to see <br />the flag. <br /> <br />Mayor Pico declared the public hearing open. <br /> <br /> Jerry Wagner read a letter from Juanita Bianchi as follows: "Due to concerns of safety <br />for myself and others, I am sorry I will not be able to attend the City meeting tonight, Tuesday, <br />November 19, 2002. I oppose the installation ora flagpole at a location a few feet from my <br />backyard and the yards of other neighbors in the area. I believe the flagpole is inappropriate for <br />this location and hope that you will vote against it. Flags proposed to be flown per Mr. <br />Cielsielski include skull and crossbones, a symbol of death, jolly roger, the flag of Poland and <br />the USA stars and stripes. Thanking you for your consideration, Juanita Bianchi". <br /> <br /> Ms. Michelotti clarified that the staff report said Mr. Cielsielski could fly flags of any <br />nation, but other types of flag would have to have approval. <br /> <br />Mr. Swift said that was one of the proposed conditions. <br /> <br />Pleasanton City Council 19 11 / 19/02 <br />Minutes <br /> <br /> <br />
