Ms. McKeehan indicated a change to the Board would require a change through LAFCo, <br />and a vote of the residents in the existing service area to agree to change the structure of DSRSD. <br />There would be a long procedural process that would have to occur and that may or may not be <br />supported by the residents in the entire service area. <br /> <br /> Ms. Ayala noted that Council has never asked DSRSD to go through that process. She <br />would like the Mayor to write a letter requesting a review of the process to allow Pleasanton <br />representation on the DSRSD Board. <br /> <br /> Ms. Purnell noted it was difficult to monitor the operations of DSRSD and she felt it was <br />not very receptive to being watched. She urged Council to do what is necessary to get <br />representation on the Board. <br /> <br /> It was moved by Ms. Ayala, seconded by Ms. Michelotti, to approve the Third <br />Supplemental Agreement for wastewater disposal services with DSRSD, addressing <br />wastewater rights, groundwater injection and temporary capacity allocations. <br /> <br />The roil call vote was as follows: <br />AYES: Councilmembers - Ayala, Campbell, Dennis, Michelotti and Mayor Pico <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Ms. Dennis thanked the City staff, along with Tony Rossmann (outside legal counsel) <br />who worked very hard to make this happen. <br /> <br /> Ms. Michelotti appreciated the outline in the staffreport explaining what it takes to <br />implement the use of recycled water to various areas in the future. <br /> <br />Ms. Ayala noted that Randy Lum had been a major influence on this. <br /> <br />Item 6a <br />PRZ-09, City of Pleasanton - Commercial and Civic Green Building Ordinance. <br />Application to amend the Pleasanton Municipal Code by adding an ordinance that will <br />require civic and commercial projects over 20,000 sq. ft. in size to incorporate green <br />building measures from the U.S. Green Building Council s LEED (Leadership m Enerk-y <br />and Environmental Design) Rating System.
