Mr. Morley appreciated the recognition and thanked the Mayor and Council for making
Pleasanton such a great city. He supported all efforts for families and for adopting the
Community of Character tenets.

Ms. Ayala noted the activities planned for National Family Week and encouraged Mr.
Morley to continue with that plan next year.

Mayor Pico acknowledged the presence of Boy Scout Troop 947, which was attending
the meeting to earn a merit badge for communications.

Other Speakers

Kevin Close, 871 Sycamore Road, complained about the golf course construction traffic
in the Happy Valley Area. The delivery trailers are speeding when empty and when carrying a
load are driving on the wrong side of the street to keep away from the overhead utility lines. The
safety pilot cars are too far ahead to warn on-coming traffic. There have been near head-on
collisions and he urged a flagman to be assigned to this project. He also complained of tree
branches being broken from trees by these equipment carriers. He wanted signs to remind the
construction crews they are temporary guests of the rural neighborhood. He referred to the
request of New Cities for an extension of time for the development north of Alisal Road. Part of
that development includes a portion of the east/west collector road for the upper bypass road. He
hoped this was not a delaying tactic to allow the developer to say the road is not needed and to
request building more housing. He also hoped there would be no future attempts to change the
North Sycamore Specific Plan.

Phil Grubstick indicated staffhas had discussions with Ferma Corporation, the general
contractor, to make certain the subcontractors and equipment movers are advised of the traffic
regulations. He was surprised to hear the pilot cars were so far in advance of the large tracks.
Another discussion will be held to make certain the construction crews abide by the rules.

Jerry Wagner, 6344 Alisal Street, also complained about the construction traffic problems
and related several incidents. He believed the golf course was a costly and unnecessary
"disaster".

Mr. Grubstick indicated the equipment movers are to be escorted with pilot cars and he
will have further discussions with the contractor.

Mayor Pico indicated the City did not want to disrupt the neighborhood any more than
necessary and urged staff to continue to work with the contractor.

Ms. McKeehan indicated staff also makes numerous trips to the area to monitor the
project. She also indicated there would be additional police patrols. She stated that any time an
individual sees a person driving a vehicle erratically, the individual can call the police
department and report the license number for follow up by the police department.

Pleasanton City Council 5 11/05/02
Minutes
