As we extend our business base and lag on housing, we risk alienating the very businesses that <br />helped us build our community. <br /> <br /> Brian Arkin, 3740 Newton Way, said he received notice from the Livermore Airport <br />Commission that it will be circulating its master plan during the month of December. He urged <br />the public to participate in the process. He believed the plan is for expansion of all aspects of the <br />airport and the Commission plans on adopting a negative declaration. In addition, he advocated <br />Measure V and felt there was public confusion on whether the specific plan required a vote of <br />the people. He asked for clarification whether the section of the specific plan requ'wing a public <br />vote could be deleted by the Council? He also inquired whether Council could sell the land to a <br />developer for private residential development? <br /> <br /> Mr. Roush said the requirement for a vote on the land use plan is in the Specific Plan <br />adopted by the Council. It is possible for the Council to change the Specific Plan provision to <br />eliminate that guideline. <br /> <br /> Ms. Michelotti indicated that option had been discussed by Council and it clearly <br />indicated it would not change the requirement for a vote. <br /> <br />Ms. Ayala pointed out a future Council could change that decision. <br /> <br /> Mr. Roush indicated the Development Agreement with Cn'eenbriar provides that if <br />Council decides to sell any of the public land for uses other than set forth in the agreement, for <br />private housing for example, the proceeds of that would have to be shared with Greenbriar. <br />Technically, the property could be sold to a private developer. <br /> <br />Ms. Ayala asked if Measure V is approved, could the City sell any of the land? <br /> <br /> Mr. Roush said Measure V would prohibit any future housing on the property without a <br />further vote by the electorate to allow housing. <br /> <br /> Ms. Dennis indicated the Specific Plan has not been voted on as yet. When it does go <br />before the voters, it could include provisions prohibiting sale of the property or restrictions on <br />the amount of acreage to be used for housing. <br /> <br /> Mr. Roush said the Specific Plan contemplates that there will be a land use plan that will <br />be considered by the Council and then to a vote of the people. That land use plan could contain <br />restrictions in terms of what could happen to the land and what would be on the land. <br /> <br /> Ms. Dennis believed that in order to sell the land, it would be necessary to amend the <br />Specific Plan as well as amendments to the recommendations of the Bemal Task Force. <br /> <br /> Anne Fox, 2866 Garden Creek Circle, presented a letter and petition signed by 280 <br />people in the Nielsen Park neighborhood who are opposing a proposed dog park within Nielsen <br />Park.
