Ms. Ayala asked if the same percentages applied for ratings of state bonds and with the new bonds on the November ballot, would the state still be within the 5% level? Ms. Rossi said the ratings were similar. Again, it depends on the source of repayments. She could not say for certain what the state bonding percentage was but believed they were considered to be at a moderate level. Ms. McKeehan pointed out these are long term debt and that is a bigger issue than the City bonds. Ms. Michelotti asked if the report included bonds for the entire City, whether City government or the School District? Ms. Rossi indicated there could be concern with regard to the assessment districts if there are too many general obligation bonds, including School District or Zone 7 bonds.
