adopt. He believed this was a positive step forward. He strongly encouraged Councils in other
cities to adopt a similar ordinance. When all cities adopted similar ordinances on smoking, it
created a level playing field for all so no community had an advantage over another. By
encouraging neighboring cities to join Pleasanton in this effort, Pleasanton continues to show
leadership and will create the synergy necessary to have ail the supplies and suppliers available
for the materials needed for green building. He thanked the Waste Management Authority for
their leadership over the last few years. He hoped to see Pleasanton adopt this ordinance in
November and encouraged the community members and the Chamber to review all aspects of the
issue.

Ms. Michelotti asked if the Shaklee and Applied Biosystems buildings were certified
under the LEED program?

Mr. Swift did not have the full details of the Shaklee building. He did not know if they
were certified under LEED standards, but the building is very close or may exceed the certified
level. Applied Biosystems was seeking to get to the silver level. It may be just below that level,
but will be certified with little difficulty. The ordinance requires 26 points and Applied
Biosystems will be at about 31 points.

This item was continued to November 19, 2002.

Item 6d
Approval of Recommendations for Use of Citizens' Option for Public Safety Program
(COPS) Aoorooriation.
