MINUTES
OF THE
MEETING
OF THE
PLEASANTON CITY COUNCIL

October 15, 2002

1. CALL TO ORDER

The regular meeting of the City Council was called to order by Mayor Tom Pico at 7:03
p.m.

Councilmember Dennis led the assembly in the pledge of allegiance. She indicated she
had attended a meeting of the Alameda County Waste Management Authority and while there
she heard complimentary remarks about Pleasanton's Food Waste Pilot Program and the fact that
31% of those eligible are participating in the program. She described the program and the
monitoring procedures. Approximately 55% of residential waste is eompostable and food scraps
are the single largest component. The City would divert an additional 1,157 tons each year if the
program were expanded city-wide. The Waste Management Authority offers a subsidy to
introduce food scraps recycling programs to residents for purchase of pails, brochures and labels
or other media to get the message out. The target materials are food scraps and contaminated
paper, such as pizza boxes and ice cream containers. Residents are encouraged to put the food
scrap containers in the green waste container.

2. ROLL CALL

City Clerk Peggy Ezidro called the roll, which is recorded as follows: Couneilmembers
present were Kay Ayala, Matt Campbell, Becky Dennis, Sharrell Michelotti and Mayor Tom
Pico. Staffmembers present were: Deborah MeKeehan, City Manager; Michael Roush, City
Attorney; Brian Swift, Director of Planning and Community Development; Sue Rossi, Director
of Finance; and Tim Neal, Police Chief..

3.
