property is developed. If there was no development and the road only served the golf course, the <br />City could be 100% responsible for the costs. On the other hand, if it served a development on <br />the upper hill area of the Spotomo property, then the developers would have a large share of the <br />cost of that road. Because of the golf course, the City will always have some share of the costs <br />for the road. <br /> <br /> Ms. Michelotti believed Greenbriar had advanced a portion of the costs for the road and <br />would receive reimbursement from other developers. <br /> <br /> Mr. Swift said that was part of the Happy Valley Specific Plan as well as the North <br />Sycamore Specific Plan. A portion of the east/west collector is shared by all the property owners <br />that use it, including the City. <br /> <br />(3) PAP-35, TTK Partnership, Appellant <br />Appeal of the Planning Commission's approval of Vesting Tentative Subdivision Map 7167 <br />to subdivide a 36.39 acre site into 12 new buildable lots, two non-buildable open spare <br /> <br />parcels, land to be conveyed to the city. of Pleasanton for a portion of the Municipal Golf <br /> <br />Course, and miscellaneous public and private infrastructure improvements including a <br />stormwater detention pond. (SR 02:226) <br /> <br />Brian Swift presented the staff report. <br /> <br /> Ms. Michelotti asked if any adjustment to the Happy Valley Road would affect this <br />development. <br /> <br /> Mr. Swift indicated the discussion has been regarding what might happen around the <br />intersection of Alisal and Happy Valley should the County wish to close or adjust the way the <br />traffic moves between Happy Valley Road and Alisal Street. There are ways to adjust access for <br />this project either from Happy Valley or Alisal or both streets. <br /> <br />(4) Agreement with Alameda Coun .ty concerning traffic improvements in the Happy Valley <br />area and an Indemnification Agreement with the Alameda Coun .ty Local Agency <br />Formation Commission. (SR 02:230) <br /> <br />Michael Roush presented the staff report. <br /> <br /> Ms. Michelotti referred to a remark that closure of the road has to go before the Board of <br />Supervisors, but the Supervisors unanimously approved the agreement. <br /> <br /> Mr. Roush said the agreement calls for the City and County to cooperate with respect to <br />mitigation measures in the Happy Valley Area. It does not expressly provide for any particular <br />traffic mitigation measures.
