MEETING OPEN TO THE PUBLIC <br /> <br /> Mayor Pico presented a commendation to Charlotte Severin in appreciation for being a <br />founding member of, and for service on, the Tri-Valley Community Television Board. <br /> <br /> Ms. Severin thanked Council for the honor and acknowledged the contributions of Darla <br />Stevens. The vision began in 1976 to get the cities together and to facilitate getting a public <br />access television channel. She also thanked Pleasanton and other cities for the support. She felt <br />there was a knowledgeable and dedicated Board who can carry on the business. She will be <br />moving on to fund raising for the new art center. <br /> <br /> Pat Belding, 7703 Highland Oaks Drive, indicated she is the Pleasanton contact person <br />for the Interfaith Poverty Forum and the Chairperson of the Citizens for a Caring Community <br />Committee, which is campaigning against the Bernal Initiative. She said she received a <br />telephone call from Brian Arkin, a proponent of the Bernal Initiative and signator to the <br />Argument in Favor of the Initiative. She said he threatened a lawsuit and alleged that there were <br />lies in the Argument Against the Initiative. She indicated that any differences over the <br />arguments were appropriately handled in the rebuttal arguments. She did not feel that was the <br />type of behavior that goes along with the respect and character values the community has said it <br />wants to adopt. She felt the measure was becoming a political football. She felt seniors and <br />people with special needs are being put behind the needs of people who are running for election. <br />She did not want to see any more smear or intimidation. People in the Tri-Valley are watching <br />this election and she wanted them to see a community of character. There can be differences of <br />opinion about the measure, but she did not like mud-slinging. She indicated the League of <br />Women Voters heard the matter several weeks ago. It was her understanding that one <br />representative from each side was to speak. Her committee sent one person, however there were <br />six people in support of the initiative: two councilmembers, two Initiative proponents, and two <br />people from the School Board.
