The meeting reconvened at 10:15 p.m. <br /> <br />Item 6b <br />Consider construction of a replica dairy silo at Alviso Adobe Communi~. Park and possible <br />adoption of a resolution approving a Supplemental Negative Declaration. <br />(SR 02:195) <br /> <br />James Wolfe presented the staff report. <br /> <br /> Ms. Michelotti asked if staffhad considered moving the silo behind the barn so it is <br />screened by the barn. <br /> <br /> Mr. Wolfe said that should Council determine that it wants the silo on the site, it could be <br />moved to another location. The task force concept for the silo was either to construct it in its <br />original location as part of the dairy recreation or simply eliminate the silo from the plan. <br /> <br /> Ms. Ayala pointed out the silo does not have to be in its original location because it is not <br />an historical site. So it would be all right if it is moved back into the oak trees behind the barn. <br />She felt that if staff had put up story poles for the barn, there would be a lot of people at the <br />meeting objecting to the barn. <br /> <br /> Mr. Wolfe indicated the milking barn will be a little to the west of where the silo was <br />located. <br /> <br />Mayor Pico asked if the barn would be painted white? <br /> <br />Mr. Wolfe said that was the plan. <br /> <br /> Mr. Campbell asked how long the silo was operational and why was it no longer used? <br />He also asked why silos are not seen very often on the west coast. <br /> <br /> Mr. Wolfe believed the silo was constructed between 1919-23. It is believed that the silo <br />was demolished after 1950. The dairy operation was closed and moved to Tracy in <br />approximately 1959, so there was no need for the silo and other structures on the site. Most <br />dairy operations are very large today, so they don't have a single silo. Some have silage on site, <br />but that may be located in a building. <br /> <br />Mayor Pico declared the public heating open. <br /> <br /> Denise Bryson, 8286 Regency Drive, said she lived right across the road from the park <br />and indicated she was totally against the silo. She objected to a statement in the staffreport that <br />said the nearest home was 180-190 ft. from the silo and a slope bank hinders direct line of sight <br />to the silo. She said her residence is nearest to the silo and she showed pictures that clearly <br />showed the silo from her backyard.
