(He concluded the report.) <br /> <br /> Mayor Pico believed that because of the time there would not be a Council decision on <br />this. There are twenty speaker cards and that will take two hours. There still is another <br />presentation and Council discussion, and he felt it was clear no decision could be made at this <br />meeting. He wanted to continue this to another meeting. He did not want to be discussing this <br />after 11:30 p.m. and he felt it would not be possible to get to a lot of the speakers. He suggested <br />that the minority report be presented and members of the committee be allowed to make <br />comments. At that point, he would like to continue the matter. <br /> <br /> Ms. Dennis felt at that point everyone would have heard the presentations and could get <br />copies of the report. Those who are not at this meeting could attend the next meeting to give <br />their input. <br /> <br /> Ms. Ayala believed there are three things missing that she would like to have before she <br />can make any decision. <br /> <br /> Ms. Michelotti pointed out that she would be absent from the next meeting and since she <br />has started this process, she would like to finish it. She also wanted to make certain that anyone <br />who cannot attend the next meeting be allowed to make a presentation at this meeting. <br /> <br />Carl Pretzel presented the minority report. <br /> <br /> Mr. Campbell asked for clarification about the recommendation to do studies outside the <br />CalTrans format. CalTrans ultimately has to approve any plan and he did not understand why <br />we would want to go outside its requirement. <br /> <br /> Mr. Pretzel said the committee was told it could not do certain studies until the CalTrans <br />PSR was completed. He felt the CalTrans process included a lot ofbeaurocratic baggage. He <br />wanted studies about impacts around West Las Positas, the BART station, the noise around <br />Springdale, etc. He was concerned that as the City starts to prepare the PR/ED study, it would <br />answer CalTrans questions and not the City's questions. <br /> <br /> Ms. Michelotti also had a concern about losing access to 580. She had concerns about <br />traffic backing up on City streets and the routes people would have to take. She asked Mr. <br />Pretzel about his noise studies and asked if his concerns were basically for the west side of 680. <br />He did not address what would happen if Stoneridge Drive was widened on the east side. <br /> <br /> Mr. Pretzel said he tried to address the concerns of the people most impacted. The <br />biggest impact is the northwest quadrant where the ramps come close to the apartments. <br />Everything else is less than that.
