Mr. Rasmussen said no decisions were made on a recommendation to send to Council on <br />this issue. <br /> <br /> Mr. Campbell asked if the 50 acre sports park in Phase I had to be put on the ballot as <br />well? <br /> <br /> Ms. McKeehan indicated Council approved Phase I in August of last year and that does <br />not have to go on the ballot. <br /> <br /> Ms. Ayala wanted to discuss the direction of the Task Force. She realized many special <br />interests were represented on the Task Force, but felt that was on purpose. She said few cities <br />have 318 acres to plan as open space. She did not mind spending as much time as needed on <br />this. The Task Force did a really good job in identifying the top twenty land uses. She was <br />concerned that the land uses will now become political and the sooner Council can help them <br />develop policies and finish the task, the better for everyone. The Specific Plan is the guide for <br />Council to make decisions. She agreed that Council could review the land uses one by one. <br /> <br /> Ms. Michelotti felt the Task Force was now confused and needed direction. There are so <br />many questions. She wanted the Task Force to finish its job. <br /> <br /> Ms. Dennis indicated the citizens' initiative requires that the property have public uses <br />only and every use should be accessible by the public. She felt that some people think this <br />means uses accessible to Pleasanton residents only. The "public" means "all the public". You <br />cannot restrict access by any member of the public. She also felt schools are not accessible by <br />any member of the public. <br /> <br /> Ms. Seto said she could not speak for the proponents of the initiative, but when one <br />speaks to something being open to the public, it means members of the public can participate. <br />To the extent there may be situations where there is limited availability, recreation classes for <br />example, priority would be given to Pleasanton residents. In the same way the School District <br />allows enrollment of students from other areas under specific circumstances, but if the school <br />becomes overcrowded, those spaces would be limited to students who live in the District. <br /> <br /> Mr. Campbell also referred to the phrase "accessible to the public" and asked how this <br />applies to the proposal to allocate some land to the 4H Club. It is a private organization so it <br />seems a person would have to be a member of the club to use the land. <br /> <br /> Ms. McKeehan referred to conversations about the ACE train station. If there was a <br />proposal that said the City could not sell any of the land, then staff would investigate a long term <br />lease rather than a sale.
