(SR 02:085)

Randy Lure presented the staff report.

Mayor Pico declared the public heating was opened.

Tom Smith, 1070 Happy Valley Road, encouraged residents to appear at a
neighborhood public meeting on April 11, 2002 to discuss the pros and cons on this item.
He requested arrangements be made with Mr. Wayne Rasmussen, Principal Planner, to
walk the property to get a visual perspective of the subject project.

Councilmember Ayala asked about Councilmembers attending this meeting.

Mr. Roush discussed the situation and said that the City would post a cautionary
notice to advise the public of the possible attendance of three or more Councilmembers at
this meeting.

Jack Hovingh, 4250 Muirwood Drive, felt that staff has done a fine job with this.
His concerns were of a financial matter and the return of money to the golf course by
means of green fees. He asked what protection are the taxpayers being given that the
citizens will not have to subsidize the golf course.

There being no further speakers, the public hearing was closed

Councilmember Michelotti asked about the schedule of return.

Dave Iremonger, Financial Services Manager, said that over the course of the last
six years, the City has retained Economic Research Associates (ERA) in this project to
look at this issue. Golf has experienced a recent decline. The original estimate of 75,000
rounds has been reduced, with the new estimate at 61,000 rounds. In addition, estimated
green fees have been used to determine the revenue. At this point he sees this revenue
would be sufficient to generate enough money to pay the debt service, although the City
loans mentioned by Mr. Lure will take a number of years to be paid back.

Pleasanton City Council 7 04/02/02
Minutes
